The priority this year will be to fully implement reforms and policies related to science and technology, Chinese Minister of Science and Technology Wang Zhigang told reporters at an interview via video link after the second plenary meeting of the fifth session of the 13th National People's Congress in Beijing on Tuesday.
Enhancing basic research, developing technologies that can support China's socioeconomic growth, training top-notch talent and improving the country's overall innovation environment are key goals of the reforms, he added.
In 2021, total R&D investment in China reached 2.79 trillion yuan, a year-on-year increase of 14.2 percent, of which 76 percent came from enterprises. The turnover of technology contracts surpassed 3.7 trillion yuan last year, of which 90 percent came from enterprises, Wang shared.
3月8日举行的十三届全国人大五次会议第二场“部长通道”上，科技部部长王志刚就当前科技创新热点问题，回应了社会各界的关切。
“政策是导向，政策是动力，政策也是保障。”王志刚指出，我们今年要完成好党中央、国务院关于科技工作的一系列重要任务，必须把科技政策扎实落地这项工作抓在手上、落到实处、见到实效。王志刚表示，我们把基础研究摆在非常重要的位置。
谈到优化创新生态，王志刚表示，要以科技人员为中心，围绕调动人的积极性、创造性为重点来推动落实。
王志刚介绍，2021年，全社会研发投入达到2.79万亿元，同比增长14.2%，研发投入强度达到2.44%。在产出方面，推动一批高新技术成果涌现的同时，技术合同成交额超过3.7万亿元。
China's tax refunds and cuts will reach a record high this year in an effort to relieve the burden on market entities, Minister of Finance Liu Kun said on the sidelines of the ongoing "two sessions" on Saturday.
A government work report submitted to the national legislature said the total volume of tax refunds and cuts will total around 2.5 trillion yuan in 2022.
The policy will be targeted as 1 trillion yuan will go to six sectors including manufacturing, with another 1 trillion yuan for micro and small enterprises and self-employed individuals, Liu said.
Market entities will receive a 1.5 trillion yuan boost to their cash flow in the form of value-added tax credit refunds, he said.
3月5日，财政部部长刘昆在“部长通道”采访活动上回答记者关于减税降费的问题时表示，今年政府工作报告公布了“一揽子”的减税降费措施，主要有4个特点：一是退税减税的规模历史上最高，达2.5万亿元；二是支持方向聚焦制造业、小微企业，制造业等6个行业的退税减税达1万亿元的规模，中小微企业和个体工商户受益受惠也超1万亿元，精准发力；三是主要措施是增值税的留抵退税。通过提前退还尚未抵扣的税款，直接为市场主体提供现金流约1.5万亿元；四是帮助地方缓解减收压力。
刘昆表示，财政部门将坚决贯彻落实党中央、国务院的决策部署，精准研究，细化出台政策，扎实做好有关工作，让减税降费的“真金白银”尽早落到企业，惠及个人，更好实现“放水养鱼”“水多鱼多”的良性循环。

A VAT tax credit refund is to return uncredited tax to taxpayers. When a chain VAT deduction mechanism is implemented, in which the amount of tax payable is the balance of the current output tax deducted from the input tax. When the input tax is greater than the output tax, the uncredited input tax is retained as a tax credit.
留抵退税就是把增值税期末未抵扣完的税额退还给纳税人。增值税实行链条抵扣机制，以纳税人当期销项税额抵扣进项税额后的余额为应纳税额。当进项税额大于销项税额时，未抵扣完的进项税额会形成留抵税额。
