After a week in “slow-motion”, China’s southern manufacturing and innovation hub has got the green light to resume operations.
Government offices, enterprises, and businesses in the southern metropolis of Shenzhen are set to resume normal work and production from Monday as the latest COVID-19 resurgence subsides, local authorities said on Sunday.
As the latest flare-up slows down the pace of life in China's Pearl River Delta, joint efforts are being made to ensure the region's supply chain stability. Authorities and enterprises in the region have implemented a slew of measures to mitigate the impact of the latest outbreak on production and business operations.
Authorities in Shenzhen are rolling out measures to ensure the safety and stability of industrial and supply chains, and orderly life and work for locals, according to a circular issued by the Shenzhen COVID-19 prevention and control headquarters.
Shenzhen has conducted three rounds of city-wide all-inclusive nucleic acid testing since March 14, and will implement a "customised" epidemic control policy for each individual enterprise or factory to ensure the safety and stability of the industrial chain and supply chain.
Also, in nearby city of Dongguan, another manufacturing hub in South China, local government has announced to resume normal work of government offices and state-owned enterprises on Sunday. The city has been making every effort to ensure efficient COVID-19 prevention while safeguarding production, such as providing rents reduction and financial supports to affected businesses. As businesses are working at full swing to catch up on reduced production, most of the firms said the impact is limited.
因疫情上周按下“暂停键”的深圳、东莞，今天迎来复工复产第一天。
3月20日，深圳市新型冠状病毒肺炎疫情防控指挥部发布通告，21日起，深圳全市党政机关、企事业单位、生产经营单位等恢复正常工作秩序和生产经营，公交、地铁全面恢复运行，确保产业链供应链安全稳定，确保群众正常生产生活平稳有序。
通告称，自3月14日以来，深圳已在全市范围内完成三轮全员核酸检测，基本实现社会面动态清零，全市疫情防控形势依然严峻，但总体可控。
此前，3月18日，深圳市盐田区、坪山区、光明区、大鹏新区和深汕特别合作区实现社会面动态清零，该5区内党政机关、企事业单位、生产经营单位等恢复正常工作秩序和生产经营。
据报道，此轮严峻的疫情，也给上市公司带来一些困难。多家公司表示目前订单交付效率受到影响。与此同时，这些公司也在抢进度，补损失，努力将疫情带来的影响降至最低。
同日，邻近的制造业大市东莞也宣布恢复正常工作，当地企业在做好疫情防控措施的同时，正开足马力快速启动生产赶订单。当前东莞市正从严从紧从细做好疫情防控工作，统筹好疫情防控和经济社会发展，以最小的代价实现最大的防控效果。在东莞的创新引擎松山湖地区，19日晚宣布将有序解除临时交通管控措施。
近日，东莞市政府印发文件，提出对发生疫情的镇街（园区）辖区内承租市直行政事业单位物业的企业、个体工商户免收租金。各大银行在做好疫情防控的基础上完善金融服务，做好疫情防控与金融服务“两手抓、两不误”，以实际行动助力疫情防控。
The NDRC, China’s top economic planner, said on Friday that it will launch special investigation into the implementation of medium- and long-term contracts signed by coal suppliers in 2022, requiring the contracts to account for more than 80 percent of the resources they own. The move represents the latest efforts by Chinese authorities to stabilize energy supply and clear away potential clouds on economic activities amid mounting global uncertainties.
发改委部署煤炭中长期合同核查：3月18日，国家发改委消息，为进一步做好煤炭中长期合同签订履约工作，规范签订行为，签足签实合同，督促严格履约，保障发电供热用煤稳定可靠供应，近日，国家发展改革委印发通知并召开动员部署会，安排近期对各地和中央企业2022年煤炭中长期合同签订履约情况开展专项核查，要求煤炭企业签订的中长期合同数量应达到自有资源量的80%以上。

Shares in Ping An Insurance Group inched down 1.86 percent after advancing over 5 percent last Friday, as the company hiked its dividends for 10 straight years. Ping An paid stockholders a dividend of 2.38 yuan in cash for each share in 2021, an annual increase of 8.2 percent, amounting to 43.1 billion yuan. The Chinese insurance giant logged a 29 percent plunge in net profit last year from the year before.
中国平安派息10连涨：3月17日晚间，中国平安披露2021年经营业绩报告, 去年实现归属于母公司股东净利润为1016.18亿元，同比下降29%。平安继续调高现金分红，向股东派发全年股息每股现金人民币2.38元，同比增长8.2%。这是中国平安连续10年提升现金分红。中国平安联席首席执行官及首席财务官姚波指出，中国平安目前的股价被低估后，股价迎来一波反弹，周五收涨5.34%，今天收跌1.86%。
Ping An Securities, the brokerage arm of Ping An Insurance Group, will not be allowed to underwrite any initial public offerings for the next three months due to its role in the 2010 listing of Leshi Internet Information and Technology, which has since been found guilty of financial fraud, media reported Monday.

China's one-year loan prime rate (LPR), a market-based benchmark lending rate, came in at 3.7 percent Monday. The over-five-year LPR also remained unchanged from the previous reading of 4.6 percent, according to the National Interbank Funding Center.
3月LPR维持不变：中国人民银行授权全国银行间同业拆借中心公布，2022年3月21日贷款市场报价利率（LPR）为：1年期LPR为3.7%，5年期以上LPR为4.6%。以上LPR在下一次发布LPR之前有效。
China's central bank plans to issue 5 billion yuan worth of bills in Hong Kong on Tuesday. The maturity of the fixed-rate bill is set at six months, or 182 days. It will be the third issuance of central bank bills in Hong Kong this year.
央行在港招标发行50亿央票：中国人民银行将于3月22日通过香港金融管理局债务工具中央结算系统（CMU）债券投标平台，招标发行2022年第三期中央银行票据。第三期中央银行票据期限6个月（182天），为固定利率附息债券，到期还本付息，发行量为人民币50亿元。
The Shenzhen Stock Exchange said Friday Shenzhen-listed companies will be exempted from any initial listing fee, annual listing fees, and online voting service fees of shareholders' meetings this year. The Shanghai and Beijing Stock Exchange announced a waiver throughout 2022 of initial and annual listing fees for companies registered in Inner Mongolia, Shenzhen, Shandong, and Jilin Province.
三大交易所豁免上市费用：3月18日，深圳证券交易所表示，将在 2022年全年免收首次上市费和年度上市费以及股东在线投票服务费。此前，全国股转公司、北交所发布通知，免收近期受疫情影响地区挂牌公司2022年相关费用和上市公司2022年上市年费。上交所也宣布免收5地企业今年上市初费和上市年费。

Chinese stocks picked up slightly on Monday, with over 3200 stocks in the red. The benchmark Shanghai Composite closed flat and the Shenzhen Component went up 0.41 percent. The Hang Seng Index slipped by 1 percent as the TECH Index took a tumble by 2.5 percent, with tech giants Meituan, Baidu and Kuaishou recorded over 7 percent losses.

Central bank bills (CBBs) – also known as central bank securities or central bank bonds – are usually short-term (up to a year) financial instruments issued by a country’s central bank or monetary authority to commercial banks.
