Charlotte Kinsey and Cinda Pallett 13 years old in the fall of 1981 were attending the Oklahoma State Fair without their parents for the first time. Charlotte and Cinda would call home excitedly from the fair saying that a man offered them a job and that they would call back around 9 PM to arrange a ride home.
