Graetz about the history of Americans paying their taxes. In The Power to Destroy: How the Antitax Movement Hijacked America, and in conversation, Professor Graetz traces the rise of the antitax movement to 1978, when a “perfect storm” led to a tax revolt still unfolding today. Professor Graetz is a professor emeritus of law at Columbia and Yale law schools.
