谭勇品读医药风云CDE前首席科学家与他们开拓的时代（三）自2018年起，首席科学家“三杰”逐一离开监管部门，去向资本界、工业界。而当时的中国创新药行业语境业已发生改变，链接资本、新药研发和创新药企业IPO的闭环形成。何如意首先选择站在资本视角看中国创新药，加入到国投创新医药健康投资团队。后在2020年，何如意加入荣昌生物，担任首席医学官兼临床研究主管，主要负责荣昌生物的临床需求、医学支持、临床药理、注册合规、药物安全、临床研究及统计管理工作。进入到这家创新药企后，何如意为荣昌的几款创新药出海做临床方案设计。2024年8月，何如意担任荣昌生物首席战略官。王刚先赴国内CDMO头部企业药明生物，担任药明生物上海质量部副总裁，负责质量和全球监管事务工作。在2019年，王刚转战本土PD-1“四小龙”企业——君实生物，担任其工业事务高级副总裁兼首席质量官，全面负责公司的生产质量及相关工作。徐增军则成为了一名创业者，现担任艾斯拓康（2021年成立于北京）创始人、总裁、董事会主席 ，公司主要研发方向为创新药研发，涉及肿瘤、神经系统和代谢类疾病领域，较为关注早期且布局较少的靶点。角色虽各有不同，但三者一同见证和经历了中国创新药更高水平阶段的发展。在这一期间，他们时而出现在公众视野，分享他们对中国医药创新的一些想法。徐增军曾在“2021中国医药创新100峰会”上对当时的国内医药创新现状进行了深入剖析。在他看来，必须首要厘清“创新”概念，不将创新的定义和概念弄清楚，就无法真正掌握中国医药创新的脉络和方向。厘清概念之后，企业需直面挑战。彼时，他看到中国的创新药进入了2.0阶段，这也意味着创新进入了一个真正困难的阶段，之前早期的研究困难更多集中在实验室里，而这一阶段的挑战在于后期开发能力，在于如何把自己的药做成。在那时，中国创新药出海种子开始广泛萌芽。徐增军也感慨：“中国的创新药已经在迈向国际，我能够想象的国际化，是真正利用中国资源，监管资源、临床资源等等，基于中国的研发能够走到全球领先。”同期，对于荣昌生物创新药出海工作功不可没的何如意，也感受到了新药国际化爆发的前奏。当下，中国的创新药行业再次站到了同10年前一样的历史转折点，差异化、临床价值、原始创新才是行业可持续发展的活水源泉。当然，政策也早已展露风向：2021年，CDE发布了《以临床价值为导向的抗肿瘤药物临床研发指导原则》，强调药物研发要“以患者利益为核心，以临床价值为导向”，这对于当时“内卷”严重的国内研发现状提出了挑战。2023年，国家药监局发布了《药品附条件批准上市申请审评审批工作程序（试行）（修订稿征求意见稿）》，宣告Me-too时代正在终结。一切趋势变化、调整或“出清”，都带着创新药驶向了一个更为明朗的高质量发展阶段。曾有受访者表示，中国的创新药企必须将人才的资源、资金的资源、临床的资源等等生产要素配置到合适的企业，才可能完成新阶段的跨越。从这一视角出发，也就不难理解，曾经的“CDE首席科学家三杰”和他们在药审改革中做出的贡献同样为外人道，全体医药人正在期待关键角色的指引，帮助行业找到真正可行的活水源泉之路。2025-02-1704 min谭勇品读医药风云CDE前首席科学家与他们开拓的时代（二）三人加入CDE，分别在不同的领域担任首席科学家的职位，其专业领域包括合规检查、药理毒理等。他们的加入，提升了CDE的审评能力和专业水平，对建立、实施和完善与CDE药品审评相关的合规和检查方面的工作，起到了关键性作用。同时，他们都曾在美国FDA工作多年，熟悉FDA先进的药品审评理念、标准和流程，这有力推动了中国药审理念加速与国际前沿接轨。在2017年6月，CFDA正式确认加入国际人用药品注册技术协调会（ICH），并成为其全球第8个监管机构成员。此外，FDA审评员的加入，能提升审评的科学性与专业性，并运用国际视野和专业知识助力创新药审评。何如意曾提出，中国需要有一个特色的特优通道，即：将中国新药研发的快速通道与FDA的快速通道申请和突破性疗法认定融合在一起，真正帮助一些好药在研发过程中少走弯路、不走弯路、加快上市。另外，优先审评的重点，应放在早期临床试验数据上，重点扶持真正有苗头、有潜力的项目。自2015年起开始的药审改革，不仅解决了困扰行业多年的药品审批存量冗余，也大大促进了中国的药品研发从仿制药开始全面转向创新药械。三年为期，中国药品注册申请积压基本消除，药品注册申请基本实现按时限审结；一批新药优先获准上市，甚至实现与全球同步上市；仿制药质量和疗效一致性评价取得实质进展；药物临床试验研究中的旧习被彻底改变，GCP资格取消认证制，允许符合条件的医院和科研机构参与；对于医药市场经济制度产生根本性改变、践行“药品全生命周期”管理的药品上市许可持有人制度进入到落地实践阶段；中国正式成为ICH成员国，中国的药品监管体系也开始真正融入到了国际认可的监管体系中……这一轮改革，直接催生了中国本土的创新药热潮，也让中国医药行业的评价标准回归到“临床疗效”这一金标准，新的阶段随之开启。2018年3月，国务院新一轮大部制改革启动，药监系统随之进行大调整，职能角色也赋予了新定义。考虑到药品监管的特殊性，改革后不再保留国家食品药品监督管理总局，单独组建了国家药监局，中国的药品监管自此开启新局面。 推想了解CDEE前首席科学家与他们开拓的时代，请您下周一接着收听。2025-02-1403 min谭勇品读医药风云CDE前首席科学家与他们开拓的时代（一）就在2月6日，荣昌生物发布公告，何如意请辞公司第二届董事会执行董事、战略委员会委员及首席战略官的职务，并不再担任公司核心技术人员。也就是说，在加入荣昌生物的第5个年头，何如意辞去了在该公司的所有职务。据媒体报道，他在未来将加入另一家药企。从FDA到CDE，从CDE到资本界和制药工业企业，何如意又来到了职业生涯新阶段。同为首席科学家的何如意、王刚和徐增军，这三个名字也再次被提起。2015年，原国家食药监局总局（CFDA）在药审改革初期将人员编制增至190人，并设立“首席科学家”岗位。同为FDA前审评专家的三人，相继回国担任该职，共同推动了中国医药监管体系与国际接轨。他们是CDE在彼时主任许嘉齐的带领下，推动和践行药审改革的“三驾马车”，是技术专家，更是药品审评科学监管理念的引入与推崇者。10年过去，药审改革已经进入到新阶段，三位科学家也早已奔赴新的岗位，CDE“首席科学家”这一中国创新药发展过程中难以忽视的角色及背后那段波澜壮阔的日子，总在某些因素的触动下，被产业界的人提及。2015年，毕井泉上任原国家食药监局总局局长。这一年8月，国务院发布《关于改革药品医疗器械审评审批制度的意见》，也就是业界常说的“44号文”，文件提出提高药品审批质量，解决注册积压，加快创新药审评审批，开展药品上市许可持有人制度试点，改进药品临床试验审批等12项任务。文件要求严格控制市场供大于求药品的审批，尽快实现注册申请和审评数量年度进出平衡，2018年实现按规定时限审批。最快速的对症下药的方法是，增加审评人员以提升审评速度，提高申报门槛来降低申报量。2015年，CDE人员编制增至190人，并设立首席科学家岗位。2016年，CDE启动大规模人才招聘工作，引进数位美国FDA高级审评员作为首席科学家。2016年底，何如意加入CDE，成为首席科学家。何如意于1999年至2016年期间，在FDA药审中心担任多项职务，包括医学主任、医疗团队领导及代理副总监，主管消化系统胃肠道类药物及罕见病药物临床审批，具有资深的国际审评机构经验，包括优先审评制度、人事制度、沟通交流制度等制度建设。在何如意之后，CDE又相继引入另两位首席科学家：王刚和徐增军，两位在FDA工作也超过了10年以上。王刚拥有数年生物制品cGMP及生物制品包括细胞和基因治疗产品评审、生产、批准前检査、cGMP合规检查、监管领域的从业经验，曾任职于美国FDA。徐增军曾任美国FDA药品审评与研究中心新药办公室审评官，作为主要审评官员参与了多个全球重磅新药审评审批。想了解CDEE前首席科学家与他们开拓的时代，请您明天接着收听。2025-02-1404 minThe National PulseThe Centre for Development and Enterprise (CDE) is calling on President Cyril Ramaphosa to use tomorrow’s State of the Nation Address to outline urgent reforms that are aimed at assisting our country to create more jobs.The Centre for Development and Enterprise (CDE) is calling on President Cyril Ramaphosa to use tomorrow’s State of the Nation Address to outline urgent reforms that are aimed at assisting our country to create more jobs.
