As the Taiwan-U.S. reciprocal tariff grace period nears its July 9 deadline, Premier Chuo Jong-Tai stated that ongoing negotiations will protect Taiwan’s most sensitive industrial and agricultural products. He emphasized that the government will balance international standards without sacrificing farmers’ interests. Chuo also highlighted the NT$150 billion National Resilience Plan to upgrade grain storage and ensure food security during emergencies.

The KMT proposes distributing NT$10,000 if the surplus exceeds NT$300 billion, while the TPP plans to submit its own NT$6,000 proposal. Premier Chuo Rong-tai strongly opposes the legislation, calling it unconstitutional and a violation of executive power, warning it could undermine fiscal flexibility. The Ministry of Finance and Directorate-General of Budget also stress that excess tax revenue is a forecast error and should first go to debt repayment and fiscal shortfalls, not automatic cash payouts. The bill is currently under legislative negotiation.
