加拿大的大躍進
9月11日,加拿大總理卡尼宣布首批五個國家重點建設項目 ,加拿大向“七國集團最強國家”(the strongest in the G7)邁進的國家級行動由此拉開序幕,這一目標不僅超越歐洲,更挑戰美國。2024年七國集團GDP總量排名,加拿大以2.2萬億美元墊底,僅為美國的1/13,但人均GDP排名,加拿大卻是第三名英國的1.05倍,第一名美國的80%,趕英超美,一再被特朗普貶低為美國第五十一州的加拿大準備以規模空前的基礎設施建設,跨入大躍進時代。 “將為加拿大創造數以萬計的高薪就業機會、為國家經濟帶來600億元收益”的五個大項目是:卑詩省基蒂馬特的加拿大液化天然氣二期項目、安省達靈頓核電站模塊化反應堆項目、蒙特利爾港孔特雷科爾擴建項目、薩省福蘭·麥克爾文納灣銅礦項目和卑詩省紅克里斯銅金礦擴建項目,卡尼說“這五個項目僅僅是個開始,更多項目將在11月中旬前公布”,之前被媒體曝光的政府內部清單32個大項目一旦全部兌現,加拿大全國十省三區將成為熱火朝天的大工地,僅以蒙特利爾港孔特雷科爾擴建項目為例,迪拜環球港務集團與蒙特利爾港務局聯合投資16億美元,2030年建成年吞吐量115萬標準箱的新港口,相當於一個重慶港。 過去,加拿大重大項目審批時間動輒五年以上,為加快進度,卡尼8月29日宣布設立重大項目辦公室(Major Projects Office),將審批上限縮減至兩年內。卡尼稱“從聖勞倫斯航道到1967年世博會,加拿大一直是建設者的國家。值此關鍵時刻,加拿大必須繼承傳統,果斷行動,將經濟從依賴型轉變為韌性型。我們正以幾代人從未見過的速度建設港口、鐵路和電網,這些重大項目將釋放加拿大的全部經濟潛力,使加拿大更強大”。當天他的辦公室發出公告說“長期以來,大型基礎設施建設因繁瑣低效的審批流程而停滯不前,導致巨額投資擱置。新政府決心改變這一流程,以便加拿大建設基礎設施,推動經濟轉型,成為七國集團中最強大經濟體”。 關於這一行動的背景,加拿大戰略諮詢公司(StrategyCorp)總監傑夫·馬洪(Jeff Mahon)9月4日在《環球郵報》撰文《如今貿易關乎實力,加拿大也必須參與其中》,他認為特朗普“對加拿大的貿易攻擊只是一個更大計畫的開始”,“美國正推行一項政策,利用其在全球經濟和安全事務中的核心地位,最大限度地提升實力”,“渥太華也正系統地、悄悄地調整其政策,使其與特朗普保持一致”,但這會令“加拿大事實上的主權——其自由行使外交、安全和經濟政策的能力——面臨風險”。唯一的解決辦法是通過國內經濟發展,迅速增強加拿大自身實力。為明確機遇和制約因素,必須認識到,我們已進入了一個新的地緣政治時代,即經濟安全體制時代。卡尼的“建設強大加拿大”議程旨在引導特朗普所催化的民族主義勢頭,糾正過去加拿大對經濟實力的忽視,尤其是在那些有望引領多元化努力的領域。 在行動前,自由黨政府做了法律上的準備,它提出的《加拿大建設法案》(C-5法案)於今年6月獲得國會通過,該法案授權政府簡化審批流程,加快大項目建設。至於重大項目辦公室總部為何設在遠離政治中心的西部城市卡爾加里,加拿大商會主席坎迪斯·萊恩(Candace Laing)稱“卡爾加里靠近許多參與重大項目的公司,同時也傳遞出一種真正的國家主義和加拿大團隊精神的信號”,因為卡爾加里是西部分離運動的中心,一系列重大項目的實施將增強這個地區對加拿大聯邦的向心力。 儘管反對黨對這一系列大型項目冷嘲熱諷,但真正的阻力來自擔心諮詢權被削弱的原住民,9月3日加拿大原住民領袖齊聚溫尼伯,警告政府和業界,沒有原住民的參與,重大項目將無法推進。為此在首批重大項目公布的前一天,政府宣布成立原住民諮詢委員會,向重大項目辦公室提供建議,由該辦公室與受項目影響的原住民直接磋商。重大項目辦公室將在兩年內提供 4000 萬加元,提高原住民持續參與重大項目的能力,聯邦還將原住民貸款從50億擴大到100億加元,為各地原住民創造長期經濟機會。
