甲必丹 Capitan【大航海時代的台灣歷史】淡水。歷史現場再現 EP-009：戰爭和戰後的淡水 (完整版) || 台灣海事博物館淡水。歷史場景再現第九集 戰爭與戰後的淡水各位好，我是台灣海事博物館社群的主持人姚開陽，歡迎觀看「淡水。歷史場景再現」。今天是第九集，主題是「戰爭與戰後的淡水」。這是我們「淡水系列」的最後一集。與其他各集一樣，除了豐富的故事，我還要加上許多我自己繪製的歷史場景再現插畫，來創造沉浸式的體驗，這是我們節目的特色，是別人所沒有的。淡水在二次大戰中，相較於基隆與高雄不算重要軍事目標，唯一的重點是迺生產石油株式會社的油槽與水上飛機場。首次空襲發生在1944年的10月12日，數十架美國海軍的TBM轟炸機與F6F戰鬥機前來轟炸與掃射，油槽中彈著火徹夜燃燒，染紅了淡水的天空，老百姓也被波及死亡約20名，受傷60名。之後兩天美國飛機也前來轟炸與掃射，淡水民眾紛紛逃往鄉下避難。二次大戰在1945年8月結束，戰後台灣移交給國民黨政府管理，事實上國軍要到10月底才陸續在美國軍艦的協助下來到台灣。不過淡水可能因為地位重要，10月8日就有搭乘戎克船從福州出發的憲兵第四團第九連106名憲兵在連長何承先的率領下在淡水稅關碼頭登陸，是國軍首批登陸的部隊。10月24日，憲兵第四團的團部和第一連也在淡水登陸，任務為監視投降日軍與協助警察維持治安。由於淡水是海港，雖然當時已經無法停泊大型海輪，但對海軍還是有價值，國府在稅關碼頭成立海軍淡水巡防處，常駐有幾艘小砲艇。戰後的淡水曾經呈現短暫的繁榮，原來因為戰爭而與大陸沿岸中斷的貿易再度活躍，這些小型船隻不像大型航商那麼規範，許多根本是走私，而淡水港因為地利之便正是走私最大的管道，也是專賣局查緝的重點，二二八事件雖然發生在台北市，但它的源頭其實是從淡水港進口的私菸。二二八事件當中，淡水的菁英損失慘重，淡江中學包括戰後第一任校長林茂生、現任校長陳能通，以及教員黃阿統與盧圓都被逮捕殺害，學生中亦有郭曉鐘等人遇難。二二八事件中遇難的畫家陳澄波雖然是嘉義人，不過卻畫過許多以淡水為背景的畫作，與淡水也有密切的連結。1949年後國民黨失去大陸，兩岸對峙，淡水在防禦上就更加重要，因為從淡水河口到台北中樞水路可以直通，易攻難守，當年法國人進攻滬尾打的就是這個如意算盤，因此國府決定封港，並投入重兵駐守沿河地帶，使得在整個冷戰時期淡水的軍事色彩都非常濃厚。當時許多內河使用的輪船從大陸逃難來到台灣，根據統計一共有29家， 3,830艘船，由於數量太多占滿船席妨礙各港口的正常運作，許多被轉來淡水河甚至更上游的基隆河停放。這些內河輪船在台灣無用武之地，反攻大陸遙遙無期，蔣介石又很怕這些船投共為對岸用於解放台灣，所以不許移動，最後全部成為廢鐵，直到60年代才逐漸拆解清除。淡水河是防禦上的弱點，卻也是逃命的後路。1954年5月6日，蔣介石攜同蔣經國從士林官邸驅車前往淡水巡防處碼頭，搭乘小艇登上已經在河口等候的「峨嵋」號軍艦前往大陳視察。當時所有軍艦的調動都要事先知會美軍顧問團，而登艦一般都是在基隆港，尤其像「峨嵋」艦是當時國府海軍最大的一艘軍艦，滿載排水量接近一萬五千噸，所以美軍顧問根本沒有想到蔣介石居然會在淡水登艦。當美軍顧問團發現「峨嵋」艦不明去向的時候大為緊張，以為是投共了，可見蔣介石這次行動連對美國人都保密。經歷過西安事變的蔣介石是很重視自己居所的地理位置與動線的，選擇士林官邸就已經考慮從基隆河到淡水這條水路的脫逃路線。在經過這一次實際驗證之後，1960年春在淡水巡防處成立「海光艇隊」，納編「定海」與「鎮海」兩艘專門訂製的快艇擔任這項任務，這支小部隊就是後來淡水水上警察隊與保七總隊，甚至後來海巡署的前身。淡水稅關碼頭從1945年國府海軍接收成為巡防處砲艇隊的基地，代號「海光營區」，曾經駐有各式砲艇、巡防艇、魚雷艇甚至火箭支援艇，這一幅圖顯示編號為“PTC-32”的「反攻」號魚雷艇停泊於稅關碼頭前，這是根據我當年實際見到的景象所繪製的。淡水在軍事上最奇妙的故事是成為潛艇的秘密製造基地。1965年6月1日海軍向意大利Cosmo公司秘密訂造兩艘“SX-404”級小型特攻潛艇供做訓練、偵查及滲透大陸使用，首先由意大利提供材料，並且派遣技師在淡水的海軍第三造船廠淡水分廠裝配完成。所謂海三分廠位於「海光營區」也就是原來的稅關碼頭內，這兒空間狹窄，設備不全，而且潮差太大，並不是理想的地點。海軍對於小型潛艇的戰術運用設想是潛入廈門港內，讓蛙人從潛艇中游出，將水雷黏附在敵人的船底引爆。這個設想似乎有點天馬行空，但根據瞭解，蔣經國當年建造這兩艘迷妳潛艇的真正目的並不全為了特攻作戰，而是做給不肯軍援潛艇給台灣的美國人看的。蔣經國這個想法可能連海軍總司令都不知道，因為當潛艇快完工海軍總部請蔣經國到淡水去視查時，就有將領指出該地正好在紅毛城腳下, 會被英國領事館裡面的英國人看光光，蔣經國的回答竟然是 :「給英國人看到很好哇! 我還想給美國人看呢!」 讓所有在場的眾將官傻眼。蔣經國果然洞燭先機，在兩艇成軍後不過兩年，美方即決定將兩艘二戰的常規潛艇軍援給台灣，就是現在的「海獅」與「海豹」。由於淡水海三廠的種種限制，海軍決定於1967年4月把兩艘艇殼拖到左營海軍第一造船廠繼續興建，於1969年10月8日正式成軍編為「武昌艇隊」，下轄「S-1 海蛟」與「S-2 海龍」兩艘。當美國同意援助「海獅」、「海豹」之後馬上除役，基本等於沒有使用過。其實承造的義大利Cosmo公司從來沒碰過潛艇，性能與質量也很差，本來根本通不過驗收，但既然「給美國人看」的目的已經達成，就無所謂而草草通過了。淡水除了海軍，還有對外以「國防部幹部訓練班」為名義的情報學校，這所學校主要訓練武裝特務利用快艇或漁船從海上突襲大陸。這所學校的校址現在還在沙崙，從前在海灘有小艇吊架，那一區是完全封鎖一般人不能進入的。由於大陸社會控制嚴密，這種行動的成功率非常低，每一次失敗都要喪失幾十條人命，並有更多的人被俘虜，付出這麼大的代價其實並沒有獲得什麼有價值的情報，只不過讓蔣介石產生虛幻的滿足感，覺得反攻大陸還有希望。其實真正有價值的情報員是很低調的潛伏者，而不是這種打打殺殺的武裝特務。接下來談到淡水美麗的場景和好萊塢電影的關係。1965年，好萊塢大導演兼製片家勞勃·懷思(Robert Wise)率領外景隊來台灣拍攝以1926年中國排外運動為背景的好萊塢大片「聖保羅號砲艇」(The Sand Pebbles)。由於當時大陸尚未對外開放，大部份場景都是來台灣取景的，包括淡水、基隆與台北的大稻埕，其中砲艇的鏡頭大部份都是在淡水拍攝。「聖保羅號砲艇」用了許多當年好萊塢的一線演員，包括: 男主角史提夫·麥昆(Steve McQueen)、女主角甘蒂絲·柏根(Candice Bergen)，還有配角李察·艾登堡祿(Richard Attenborough)，就是後來演「侏儸紀公園」老科學家園長那位。最主要的角色當然就是「聖保羅號砲艇」本身，它是在香港船廠打造的1:1內河用炮艦，據說是電影史上耗費最大的道具。從時間上看，「聖保羅號砲艇」電影的拍攝工作一殺青，美國人才離開，小潛艇的項目就開動了。這部好萊塢大投資、大卡司的電影由於劇情涉及國共合作反西方的歷史，在1965年蔣介石反攻大陸最高潮的時刻就顯得特別敏感，於是這部在台灣拍攝的美國電影竟然在台灣被禁演，直到90年代之後才開放錄影帶發行。現在很多人都已經不知道有這部電影了，建議各位找來看看，從電影中可以看到還沒有發生大變化之前淡水，而且是好萊塢大片等級，清晰畫面的動態影像，非常難得。最後我們還是要回到海事主題。在1858年天津條約台灣增開淡水與安平港的時候，淡水是主港，基隆是副港，但是從日治時代開始淡水因為淤淺逐漸走上廢港的命運，基隆則因為日本人築港與內台航線而得到大發展的機運。想不到百年之後風水輪流轉，基隆港因為外木山擴充計畫被喊停，反而淡水在八里新建了台北港，優勢逐漸凌駕基隆港。其實淡水最早的港口就在八里坌，是因為河道淤淺才搬遷到對岸的淡水。當然今天的台北港是在河口外填海而成，而不是當年的八里坌原址。淡水由於地靈人傑，原來是台灣菁英薈萃的地方，這種階層的人受過高等教育，具有國際觀，兼有藝術品味，對地方政治有理想性，但是在二二八事件以及之後的白色恐怖，傳統仕紳菁英選擇沉默或出走，取而代之的是地方派系角頭，這些人唯利是圖，並且手段粗暴，更是完全沒有理想性，與國民黨互相利用，造成台灣社會的反菁英氛圍，並且是精緻文化的大倒退。在經濟尚未起飛的年代逆流的動能有限，淡水還能逃過一劫，到了80年代透過土地炒作、黑金結合，淡水也就萬劫不復了。在80年代，從關渡到淡水沿河兩岸全部都是工廠，前門開向公路，後門對著淡水河，當成排放汙水與倒垃圾的地方，對於這條美麗的河流毫無情感。就算現在水岸water front的價值變成豪宅的賣點，但也多是粗暴地擋住別人的視線，或是張牙舞爪的破壞天際線，這些都是缺乏菁英文化的後果，雖然這個現象在全台灣都一樣，但是淡水因為曾經有那樣的傳統，反差感覺更大。以上是今天的內容，「淡水。歷史場景再現」系列到這一集暫時告一段落，謝謝各位的收看，並請注意我們其它的主題。2020-11-1614 min
