一場由土地長出的藝術節，正在美濃緊鑼密鼓地預備著。
今年第5屆「小地藝術日」，再次把藝術帶回農村生活，這場節慶仍然是社區的嘉年華。
農莊裡藏著行為藝術、孩子戴著自己做的偶面具、大人手裡端著啤酒杯裝的在地精釀，草地上還有人用鐵鍋享用烤雞野餐。
今年把「市集」改稱園遊會：除了延續無塑膠與一次性容器，攤友用葉片盛菜、舊物再生成藝術之外，也想喚醒在市集流行開始前台灣常見的園遊會氛圍。
這集交匯點第一次出外景，主持人 Eric 與 Sandra 帶你到小地藝術的活動現場「果然紅農藝生活」直擊，聽四位小地夥伴【怡芳、小英、蕙玲、小圓】分享今年好吃好玩好逛的幕後故事。
除了大型地景藝術、行為藝術表演現場演出、和精靈偶怪一起「假鬼假怪」，在小地，大家享用精釀啤酒配烤山雞的同時欣賞現場演出，絕對稱得上鄉間奢華的藝術饗宴。

剪頭髮可以快狠準，但樹木若用「快速理樹」斷頭式修剪，卻會埋下危機。這集《交匯點》的來賓攀樹師「教官」陳東榮，談他如何把攀樹從運動變成專業、教育與社區共學的場域。他指出「小傷口、少量修剪」，才能讓樹健康長久。
陳東榮，從學校教官退伍後成為攀樹師，他不只教丙級攀樹教練，也推動一種新的攀樹公共實踐。當攀樹走進社區，他集結攀樹教練群一起，透過「公園認養」照顧社區公園裡的樹。除了讓樹更健康，這也是一種跨界的地方創生，避免樹木被「快剪」。
在彰化梧鳳社區，他用攀樹做「社區營造」，和梧鳳社區發展協會、梧鳳國小及埔心鄉公所清潔隊共創「從一棵樹到一把土」，把修剪枝條、落葉與廚餘轉化為再生土，回饋校園與社區綠化。當樹被好好對待，人與社區也能重拾樹蔭、微風和安全。
今年，是他發起的「以樹為師・全台串連大樹聚」第三屆，邀請人們在同一天、同一時間，因一棵樹而聚，重新思考我們與自然的關係。

十年前，他以「格外品」創業，把原本會被丟棄的水果透過加工與再設計，轉換成循環經濟的新商品。這不只是翻轉浪費，更是為農業找到價值的起點。接著，他又成立「財團法人台灣食農創生發展協會」，將其定位為「非營利的農業公關公司」，一端連結農民，一端對接企業，把小農的產能與大企業的永續需求兜在一起。
在這裡，協會不是單純的服務窗口，而是雙方之間的「潤滑劑」與「緩衝帶」。對企業而言，ESG不是口號，而是需要被量化的數據與具體的行動；對農友而言，合作不只是交貨，更涉及現金流、訂金、合約條款等細節保障。協會的角色，就是把這些需求對齊，將永續報告裡的冷冰冰指標，翻譯成可落地的農業方案。
從企業員工餐廳改用格外品，到設計家庭日、志工日，甚至探索碳中和旅行，這些活動不只是CSR表演，而是能真實反映在農民收益人口、種植面積與減碳數據上的合作模式。格外農品提供產品線，協會設計服務方案，兩者互補成為一套可持續運作的模式。

和水患風災相較，家庭暴力與老人虐待更難以言說，也更難預防。因為說起家暴很敏感，但更敏感的是沒有人說。這一集，我們跟著婉羚里長走進「紫絲帶社區」，看她如何從生活化的宣講，到安心據點的布建，把「無暴」變成千歲里的日常安全感。
上一集談到千歲里如何建立水患自主防災與韌性社區；但除了風雨，更要重視「看不見的風暴」——家暴。紫絲帶社區聚焦六大性別暴力：老人保護、親密關係暴力、兒少保護、性騷擾、跟蹤騷擾與身心障礙者保護。千歲里首要挑戰是「老人保護」與「親密關係暴力」，因為里內三成是長輩，常因照顧壓力衍生忽視或情緒虐待。婉羚直言：「有時候老老照顧，會把怨氣出在老人身上。」她提醒里民：聽到不對勁要敢通報，先找鄰長、里長，再交給警察和社工。
要拿到「一朵花」認證並不容易，必須兩年累積課程與紀錄，並有合格宣講員。婉羚一年至少講十五場，還要走進其他里，讓宣導變得貼近生活：長袖遮掩瘀青、訊息狂傳是騷擾、尾隨不語就是跟騷。
除了課程，千歲里還布建十五個安心據點：藥局、美容院、旅館、冷氣行、鄰長家等，讓受暴者能先落腳安頓，再由店家協助通報。婉羚笑說：「靠人脈去拜託，意外成功率很高。」因為守護社區是大家的責任。
面對「家醜不可外揚」的文化，里民一開始抗拒，但「長輩上過幾次課後，反而會主動通報」。從沈默到敢打電話的轉變，正是社區力量的價值。如今，千歲幸福社區已獲紫絲帶「一朵花」認證，不只達到要求，更是一份承諾，未來三年將持續前進。
在我們眼裡，里長或許只是地方選舉的一個職位；但從上一集談到的「水患自主防災」、「韌性社區」到家暴防治，里長的角色其實是里民歲月靜好的防護網。從防水閘門到防暴宣講，從雨量桶到安心據點，許婉羚展現了同樣的態度：「勇敢去做，只要對的事就去做。」

「防災士」是最近熱門的話題，相信許多聽友已經開始搜尋去上這門課。但你知道「防災士」和「水患自主防災社區」、「韌性社區」有關嗎？這一集交匯點，我們跟著婉羚里長走進三民區千歲里，看看她如何把「雨量桶」變成預警系統，用「群組通知」變成防線，透過公民參與水患自主防災，將千歲里逐步打造成成韌性社區。
連續兩年，台灣的颱風季不如往年平靜。去年造成高雄淹水的凱米颱風、打破紀錄連放四天颱風假的山陀兒怪颱、今年的「丹娜絲中度颱風」則帶來比預期還大的災損。極端氣候已經不是2030、2050才需面對的事，而是從今後都需學習和調整的。
在這樣的颱風天，民眾最擔心的是淹水，此時最重要的則是里長。因為這個角色，除了在第一線有接不完的電話，更是防災系統中最關鍵的樞紐。
在千歲里，許婉羚里長在颱風天從雨量桶開始。下雨時，她和志工必須隨時量測、拍照、回報水位，再透過社區群組和電話，提醒誰該領沙包、誰需要注意防水閘門。颱風夜，她全家總動員守在市場口，連車輛進出都得親自管制，以免車子進得去出不來…
平時，她關心獨居長輩、視障居民，逐一打電話確認安全。是這些細瑣的、綿密的工作，為里民拼湊出一張社區的安全網。
治標也要治本。這些年她帶領幸福千歲社區申請「水患自主防災社區」，再升級成「韌性社區」。從雨水管理、實兵演練，到防災士訓練，再到跨社區觀摩交流。這條路沒有捷徑，就是用日復一日的前進走到目的地。
如今，千歲里已成為三民區首批通過韌性社區認證的示範，同時也推動低碳永續家園，帶入太陽能板、節能燈具與共餐據點，和防災系統一起守護里民生活。
在我們眼裡，里長也許只是地方選舉的一個職位，但在氣候災害益發嚴峻的今天，她的角色其實是韌性的代名詞。婉羚里長把公務當作使命，從自學電腦、找資源、問窗口、帶著志工一起做。
「還不夠忙嗎？」她的回答很簡單：「勇敢去做，只要對的事就去做。」

在地居民自發的藝術創作，一辦辦了五屆。經費全自籌、藝術家們來創作還擔任活動志工、在地居民每屆主動買票支持。這麼深度的在地擾動，怎麼辦到的？
本集《交匯點》邀請「小地藝術日」創辦人元鴻與佳蓉分享他們從回鄉務農到跨界藝術策展的歷程。
說到農夫，大概就是日出而作日落而息，
說到藝術，地點應該在美術館、大殿堂；
說到「活化社區」，需要的絕對是政府資源經費挹注；
這個從美濃廣林社區為起點的「小地藝術日」一次顛覆你三種印象。
從元鴻和佳蓉夫婦回鄉務農說起。
因實施慣行農法差點中毒、也走過88風災後的迷惘。直到轉型自然農法，才重新與土地和解、連結。因此，這對農夫夫妻檔跨界到「藝術創作」的領域，想透過藝術讓更多人重新認識美濃這片土地。
「小地藝術日」不是政府計畫，而是美濃在地居民自發、自籌、一步一步辦起來的藝術行動。
沒有商業包裝，卻有滿滿的「自己動手」精神：農夫變身策展人、藝術家們也是團隊成員，農村廢棄物還化為地景裝置。
小地藝術節沒有華麗舞台，卻有最真實的布景：田野、山林、農村。藝術家們在這裡創作，居民在這裡搭起市集，孩子們在校園的樹蔭下看表演。人與自然的界線被一點一滴抹去、居民彼此的距離也被一點一滴拉近。
以地景藝術帶動社區活化、地方觀光、甚至重振高齡化，在國際間已有大型藝術季的操作模式。
而這個在台灣高雄美濃悄悄萌芽茁壯的「小地藝術日」雖尚未到國際規模，但在地擾動和凝聚之深，值得所有藝術創作者和關注人口外移社區老化議題者借鏡。

說到永續，大家的第一個聯想就是「減碳」、「環保」、「節約能源」。
那麼，對於一個執行地方創生計劃的地方工作者，他們的永續工作，也是「減碳」嗎？
當然，只是他使用的方式不太一樣。
這位地方工作者對於永續的定義就是「我們要讓我們的後代，可以享受到我們當代現有的資源、環境跟條件。」
為了地方的永續，本集來賓梓辰文創工作室執行總監許經緯所做的不是碳盤查、也不是建造太陽能板，而是『保存地方的產業、文化、故事，以及人與人之間的連結。』
聽起來很抽象，但其實他已經找出一套「作業流程」：
「我們不是把外部的東西加進來，而是把地方的元素擷取出來，轉譯、轉化成可以被具體看得見、摸得著的新東西。」
只有從地方的根本出發，保存最具價值的在地特色，並賦予它們新的生命，才能讓地方長出延續的力量、讓人們對自己的土地產生認同與驕傲。因為，「我們期望留下來的，不是計畫結束後消失的成果，而是能夠持續被地方使用的工具與能力。」
如果把「永續」兩個字想透徹，我們應該都會同意「永續沒有終點」。如果永續無法用數值量化或KPI來畫下節點，這條路，你會持續走多遠？

你有沒有覺得「地方創生」這個詞最近好像無所不在？
不管在政策、新聞，還是地方的大小活動，到處都會看到「地方創生」這個詞。
可是，這真的是地方發展的萬靈丹嗎？還是慢慢變成…被過度消費的流行語？
這一集，我們邀請到 梓辰文創工作室執行總監許經緯，來聊聊這個看似美好的詞背後的真實樣貌。
許經緯從大學時期便投入社區營造，返台後更致力於文化資產保存與地方創生。他是 亞洲產業文化資產資訊平台登錄的專家學者，也是 勞動部微型創業鳳凰顧問。多年來協助地方產業升級與文化保存。
從「社區營造」到「地方創生」，他說：「地方創生常常被用來包裝地方的問題，但實際上，地方的挑戰比這個詞要複雜得多。」
對台灣人來說再平常不過的龍眼乾，在他手裡成了吸引國際目光的文化商品；同時把辛勞的龍眼工人作息轉化成「樹上便當」，還透過異業合作，串聯地方小農、工匠與設計師，讓龍眼乾搖身一變，成了地方上的好滋味、好故事、好商品！
但，不是每一場地方創生都有這樣的好成績。
有時候因為政策急於求成，地方的真實需求反而不被重視；
有時候資源的分配不均，甚至地方內部的「喬不攏」；
當「文化保存」、「經濟發展」、「環境保護」相互衝突，哪個優先？這些都是地方工作者常常面臨的挑戰。
