Seven accomplices were also convicted. Investigations found that Guo oversaw a massive scam compound on Luzon Island, disguised as a licensed offshore gaming operator (POGO). More than 700 victims from China, the Philippines, Vietnam, Taiwan, Malaysia, Indonesia, and Rwanda were forced to conduct online fraud under threats of confinement, torture, and violence. The case surfaced in March 2024 when a Vietnamese victim escaped and alerted authorities. Police raided the compound, rescued all detainees, and recovered documents identifying Guo as the company president. Although elected mayor in 2022, a Philippine court ruled in 2025 that Guo is a Chinese citizen and therefore ineligible for public office. She later fled abroad but was arrested in Indonesia in 2024 and extradited. The case triggered public outrage and prompted President Ferdinand Marcos Jr. to order a nationwide shutdown of POGO operations and deport foreign workers.
