History Of Democracy In A Nutshellઆપ સૌને આંતરરાષ્ટ્રીય લોકશાહી દિવસની શુભકામનાઓ વિશ્વની વિવિધ શાસન પદ્ધતિઓમાં લોકતંત્ર સૌથી આદર્શ પ્રણાલી છે તે વાત દુનિયામાં મોટાભાગે માનવામાં આવે છે, કદાચ એટલે જ જ્યાં સંઘર્ષ , ગૃહ યુધ્ધો છે ત્યાં લોકતંત્ર ના સ્થાપન માટે પ્રયાસ થતા જોઈએ છીએ.લોકતંત્ર - જેની ખુબ સરળ અને પ્રસિદ્ધ વ્યાખ્યા છે - લોકોનું, લોકો માટે અને લોકો દ્વારા ચાલતું શાસન.ઘણા વર્ષોની ચર્ચા વિચારણા - પ્રયાસો બાદ વર્ષ 2007 માં સંયુક્ત રાષ્ટ્રની સામાન્ય સભા દ્વારા 15 સપ્ટેમ્બરને આંતરરાષ્ટ્રીય લોકશાહી દિવસ ઘોષિત કરવામાં આવ્યો, જેનો ઉદ્દેશ લોકશાહી ના પ્રસાર - પ્રચાર અને મજબૂતી માટે જાગૃતિ ફેલાવવાનું છે.આજના આ પ્રસંગે લોકતંત્રને લગતા વિવિધ પાસાઓ વિષે વાત કરવાનો પ્રયાસ કરીશતો , સ્વભાવિક પ્રશ્ન થાય કે લોકશાહી ની શરૂઆત ક્યારે થઇ? ક્યાં થઇ ? જો જવાબ બ્રિટન હોય તો, બ્રિટનની લોકશાહીની સદીઓ પહેલા આ પ્રથાના પાયા નંખાયેલ ..લોકશાહી - એટલે કે ડેમોક્રેસી શબ્દ પ્રાચીન ગ્રીક ભાષાની દેન છે. ગ્રીક ભાષામાં ડેઇમોસ નો અર્થ આપણી આસપાસના લોકો થાય છે. જો એક નજર નાખીએ તો જણાય કે પ્રથમ ડેમોક્રેસી ઈસુની પહેલાની સદી 508 કે 507 માં એથેન્સમાં હતી તેવું જાણવા મળે છે.આ એન્થેન્સના લોકતંત્રમા તે સમયના સામાન્ય નાગરિકોમાંના અમુકનું રેન્ડમલી સિલેક્શન કરી જે તે સમયની સરકારી, ન્યાય અધિકારીઓની જગ્યાઓ પર નીમવામાં આવતા અને તેમની વિધાનસભા માં સિનિયર સીટીઝન મત આપી શકતા અને પોતાનો મત રજુ કરી શકતા. જોકે આ વ્યવસ્થા માંથી મહિલાઓ , ગુલામો બાકાત હતા. આ વ્યવસ્થા પક્વ ન હતી પણ લોકતંત્રના વિચારનો પાયો માખવા માટે પૂરતી હતી. અન્ય ઉદાહરણ 1450 અને 1680 આસપાસમાં ઉત્તર અમેરિકામાં વિકાસ પામેલ ડેમોક્રેટિક સોસાયટી હતી. અને આ વ્યવસ્થા તેઓ યુરોપના સંપર્કમાં આવ્યા તે પહેલાની હતી. મધ્યયુગીન સમયમાં યુરોપમાં મોટાભાગે સામંતો અને પાદરીઓ દ્વારા શાસન ચલાવાતું - જેમાં કોઈ લોકતાંત્રિક મૂલ્યો ન હતા તેમ કહી શકાય.લગભગ 1215માં ઈંગ્લેન્ડમાં મેગ્ના કાર્ટા દ્વારા રાજાની સત્તાને લખવામાં આવી અને 1265માં પ્રથમ ઈંગ્લીશ સંસદ બની, જ્યારથી ત્યારબાદના સમયથી ધીમે ધીમે લોકોને વધુ પાવર સમયાંતરે મળતા ગયા. લગભગ 1610 માં ઈગ્લેંડે રાજા પોતાને પ્રતિકૂળ લાગે તે બહાના હેઠળ પ્રોક્લેમેશન કે કોઈ અન્ય રીતે કોમન લૉ ના કોઈ ભાગમાં કે કાનૂન કાયદાના કોઈ પણ ભાગને નહિ બદલી શકે. ફ્રાંસ ની રાજા શાહી વિરુદ્ધ બળવો થયો અને લોકો એ પોતાની શક્તિ બતાવી, 1833માં ગુલામી નાબુદી કાયદો પ્રસાર કર્યો - જેની અસર જે તે સમયના બ્રિટિશ સામ્રાજ્ય પર પણ પડી હતી. 1893માં ન્યુઝીલેન્ડમાં સાર્વત્રિક મતાધિકાર સાથે મહિલાઓને મતાધિકાર આપતું પ્રથમ રાષ્ટ્ર બનેલ. હા એ વાત અલગ છે કે 1919 સુધી મહિલાઓ ચૂંટણી લડી ન શકતી . અમેરિકન લોકશાહી ની વિગતો થોડી અટપટી છે સમજવા માટે. મધ્ય પૂર્વ ના દેશો - એટલે કે મિડલ ઇસ્ટર્ન દેશોમાં પ્રથમ વિશ્વ યુદ્ધ બાદ પ્રથમ સંસદીય પ્રણાલી ત્યારના પર્શિયા અને આજના ઈરાન માં હતી. આફ્રિકાના દેશોમાં - લોકશાહી માટે સતત સંઘર્ષ રહ્યો, ઘણીવાર એવી પણ દલીલો મળે છે કે ત્યાં ફક્ત નામની લોકશાહી છે....ભારતની લોકશાહી એક અનન્ય છે, અતુલ્ય છે ... તેના વિષે આવનાર અંકોમાં વિગતે વાત કરીશ. આજે અડધાથી વધુ દેશો ડેમોક્રેટિક છે, અલગ અલગ રીતે પણ આ ડેટા છે. નોર્વે વિષનો સૌથી વધુ લોકતાંત્રિક દેશ છે તો નોર્થ કોરિયા એ સૌથી ઓછો લોકતાંત્રિક દેશ છે. 164 દેશોની યાદીમાં ભારત 51માં ક્રમે છે - (https://worldpopulationreview.com/country-rankings/democracy-countries)2021-09-1413 min
