เนื่องจากแรงงานต่างชาติอยู่รวมกันในหอพักค่อนข้างแออัด ทำให้เกิดการระบาดของโรคโควิดได้ง่าย อย่างที่เคยเกิดคลัสเตอร์โรงงานอิเล็กทรอนิกส์ที่เมืองเหมียวลี่มาแล้ว มีรงงานต่างชาติติดเชื้อร่วม 500 คน และปัจจุบัน แรงงานต่างชาติเป็นกลุ่มแรงงานที่มีส่วนสำคัญต่ออุตสาหกรรมการส่งออก รวมถึงภาคครัวเรือนของไต้หวันก็พึ่งพาแรงงานต่างชาติในการอนุบาลดูแลผู้ป่วยและผู้สูงอายุ หากเกิดการระบาดในกลุ่มแรงงานต่างชาติอีก จะส่งผลกระทบอย่างรุนแรงต่อเศรษฐกิจและสังคมของไต้หวันอย่างหนัก จึงมีนักวิชาการไต้หวัน อย่าง ศจ.อู๋ต้าเริ่น ผอ.ศูนย์เศรษฐกิจไต้หวัน มหาวิทยาลัยแห่งชาติจงยัง (NCU) กังวลว่า หากภาคการผลิตได้รับผลกระทบจากสถานการณ์โควิด จะทำให้การส่งออกที่เป็นเสาหลักค้ำจุนเศรษฐกิจของไต้หวันถึงขั้นพังครืนลง จึงเรียกร้องให้จัดแรงงานต่างชาติอยู่ในกลุ่มที่ควรได้รับวัคซีนในลำดับต้นๆ ด้านสมาคมแรงงานสากลไต้หวันหรือที่เรียกย่อว่า TIWA ก็กล่าวว่า นอกจากแรงงานต่างชาติในภาคการผลิตแล้ว ภาคสวัสดิการสังคม โดยเฉพาะผู้อนุบาลต่างชาติ ทั้งในภาคครัวเรือนและในศูนย์บำบัดและฟื้นฟูผู้ป่วยก็ควรได้รับการจัดอันดับได้รับวัคซีนในอันดับแรกๆ เช่นกัน เพื่อป้องกันผู้อนุบาลเหล่านี้ติดเชื้อและแพร่กระจาย
