1. ทูต 4 ประเทศผู้ส่งออกแรงงานออกแถลงการณ์ร่วม เรียกร้องไต้หวันพิจารณาฉีดวัคซีนแก่แรงงานต่างชาติโดยเร็ว นักวิชาการไต้หวันร่วมให้การสนับสนุน ปัญหาการฉีดวัคซีนฟรีแก่ประชาชนในไต้หวันทุกคน รวมผู้ตั้งถิ่นฐานใหม่และแรงงานต่างชาติ เป็นนโยบายของรัฐบาลไต้หวันอยู่แล้ว แต่เนื่องจากวัคซีนที่สั่งซื้อ ส่งถึงล่าช้าและมีจำนวนไม่เพียงพอ ยังดีที่มีวัคซีนโมเดอร์นา ซึ่งได้รับการบริจาคจากสหรัฐอเมริกา 2.5 ล้านโดส และวัคซีนแอสตราเซเนกาได้รับบริจาคจากญี่ปุ่น 2,370,000 โดส รวมกับที่สั่งซื้อและส่งถึงไต้หวันแล้ว ณ วันที่ 8 ก.ค. มีจำนวน 7,041,100 โดส (แบ่งเป็นโมเดอร์นา 3.3 ล้านโดส แอสตราเซเนกา 3.7411 ล้านโดส) เพียงพอสำหรับประชาชน 29% รับวัคซีนเข็มแรก คาดว่า ในเดือนสิงหาคม-กันยายน จะมีวัคซีนส่งถึงมากขึ้น โดยเฉพาะวัคซีน BNT จากไฟเซอร์และไบออนเทค ที่นักธุรกิจและมูลนิธิการกุศลของไต้หวันร่วมกันบริจาค 15 ล้านโดส (เทอร์รี่ กัว ผู้ก่อตั้งฟ็อกซ์คอนน์กรุ๊ป บริจาค 5 ล้านโดส บ.TSMC ผู้ผลิตชิปรายใหญ่ของโลกสัญชาติไต้หวันบริจาค 5 ล้านโดส และมูลนิธิพุทธฉือจี้บริจาค 5 ล้านโดส) แรงงานต่างชาติที่นิคมอุตสาหกรรมเฉียนเจิ้นในนครเกาสง กำลังต่อแถวรอการตรวจเชื้อโควิดด้วยชุดทดสอบเร็ว เนื่องจากแรงงานต่างชาติอยู่รวมกันในหอพักค่อนข้างแออัด ทำให้เกิดการระบาดของโรคโควิดได้ง่าย อย่างที่เคยเกิดคลัสเตอร์โรงงานอิเล็กทรอนิกส์ที่เมืองเหมียวลี่มาแล้ว มีรงงานต่างชาติติดเชื้อร่วม 500 คน และปัจจุบัน แรงงานต่างชาติเป็นกลุ่มแรงงานที่มีส่วนสำคัญต่ออุตสาหกรรมการส่งออก รวมถึงภาคครัวเรือนของไต้หวันก็พึ่งพาแรงงานต่างชาติในการอนุบาลดูแลผู้ป่วยและผู้สูงอายุ หากเกิดการระบาดในกลุ่มแรงงานต่างชาติอีก จะส่งผลกระทบอย่างรุนแรงต่อเศรษฐกิจและสังคมของไต้หวันอย่างหนัก จึงมีนักวิชาการไต้หวัน อย่าง ศจ.อู๋ต้าเริ่น ผอ.ศูนย์เศรษฐกิจไต้หวัน มหาวิทยาลัยแห่งชาติจงยัง (NCU) กังวลว่า หากภาคการผลิตได้รับผลกระทบจากสถานการณ์โควิด จะทำให้การส่งออกที่เป็นเสาหลักค้ำจุนเศรษฐกิจของไต้หวันถึงขั้นพังครืนลง จึงเรียกร้องให้จัดแรงงานต่างชาติอยู่ในกลุ่มที่ควรได้รับวัคซีนในลำดับต้นๆ ด้านสมาคมแรงงานสากลไต้หวันหรือที่เรียกย่อว่า TIWA ก็กล่าวว่า นอกจากแรงงานต่างชาติในภาคการผลิตแล้ว ภาคสวัสดิการสังคม โดยเฉพาะผู้อนุบาลต่างชาติ ทั้งในภาคครัวเรือนและในศูนย์บำบัดและฟื้นฟูผู้ป่วยก็ควรได้รับการจัดอันดับได้รับวัคซีนในอันดับแรกๆ เช่นกัน เพื่อป้องกันผู้อนุบาลเหล่านี้ติดเชื้อและแพร่กระจาย แรงงานต่างชาติที่นิคมอุตสาหกรรมเฉียนเจิ้นในนครเกาสง กำลังรับการตรวจเชื้อโควิดด้วยชุดทดสอบเร็ว ขณะที่เมื่อวันที่ 29 มิ.ย. 64 สำนักงานตัวแทนประเทศผู้ส่งออกแรงงาน 4 ประเทศหลัก ได้แก่ นายธงชัย ชาสวัสดิ์ ผู้อำนวยการใหญ่สำนักงานการค้าและเศรษฐกิจไทย ไทเป และนางสาววรัตม์สุดา ศรทัตต์ รองผู้อำนวยการสำนักงานแรงงานไทย ไทเป พร้อมด้วยผู้อำนวยการสำนักงานเศรษฐกิจและวัฒนธรรมอีก 3 ปะเทศ ได้แก่อินโดนีเซีย ฟิลิปปินส์ และเวียดนาม เข้าร่วมการประชุม ณ สำนักงานการค้าและเศรษฐกิจไทย ไทเป หารือในประเด็นการคุ้มครองแรงงานของตนในไต้หวัน โดยสำนักงานตัวแทนทั้ง 4 ประเทศ ได้ลงนามในแถลงการณ์ร่วม ซึ่งส่งถึงกระทรวงการต่างประเทศไต้หวัน เรียกร้องให้พิจารณาฉีดวัคซีนให้แก่แรงงานต่างชาติโดยเร็ว โดยต้องเป็นวัคซีนที่ได้มาตรฐานโลก และฉีดให้ตามความสมัครใจ ทูต 4 ประเทศผู้ส่งออกแรงงานประจำในไต้หวัน จากซ้ายไปขวา Mr.Budi Santoso ผู้แทนอินโดนีเซีย Mr.Gilberto Lauengco ผู้แทนฟิลิปปินส์ นายธงชัย ชาสวัสดิ์ ผู้แทนไทย และ Mr.Nguyen Anh Dung ผู้แทนเวียดนาม (ภาพจากเว็บสำนักงานแรงงานไทย ไทเป) แถลงการณ์ร่วมที่ลงนามโดยทูต 4 ประเทศ (ภาพ
