Citizen of the Year, Tom Healy (posthumously) – recognized for his lasting contributions to Palmer. His wife, Marcia, and son, Tyler, accepted the award on his behalf.

If the students teach at a Mat-Su school, a percentage of their loan will be paid off each year, and the loan will be fully repaid within five years.
