Menurut Syaikh Taqiyuddin an-Nabhani rahimahullah dalam kitab asy-Syakhshiyyah al-Islamiyyah Juz 2 bab al-Khilafah, Khilafah adalah:
رئاسة عامة للمسلمين جميعا في الدنيا لإقامة أحكام الشرع الإسلامي، وحمل الدعوة الإسلامية إلى العالم
Artinya: “Kepemimpinan umum bagi seluruh kaum muslimin di dunia, untuk menegakkan hukum-hukum syara’ Islami, dan mengemban dakwah Islamiyah ke seluruh alam.”
Menurut beliau, istilah Khilafah bersinonim dengan istilah Imamah. Hal ini diamini oleh Syaikh Dr. Wahbah az-Zuhaili hafizhahullah.
Dalam kitab al-Fiqh al-Islami wa Adillatuhu karya Syaikh Dr. Wahbah az-Zuhaili hafizhahullah pada bab Sulthah at-Tanfiidz al-‘Ulyaa – al-Imaamah, dikemukakan beberapa definisi Khilafah menurut para ‘ulama, yaitu sebagai berikut:

الرياسة العامة في التصدي لإقامة الدين بإحياء العلوم الدينية، وإقامة أركان الإسلام، والقيام بالجهاد، وما يتعلق به من ترتيب الجيوش والفروض للمقاتلة، وإعطائهم من الفيء، والقيام بالقضاء، وإقامة الحدود، ورفع المظالم، والأمر بالمعروف والنهي عن المنكر نيابة عن النبي صلّى الله عليه وسلم
