ประเด็นหนึ่งก็คือการ “สร้างคุกทับเวียงแก้ว” ของเมืองเชียงใหม่ที่มักจะมีเรื่องเล่าในทำนองว่าสยามตั้งใจสร้างคุกทับเวียงแก้วไว้และเป็นการหยามคนท้องถิ่นอย่างมาก จนนักวิชาการบางท่านเรียกคุกว่าเป็น “ขึด” ของเชียงใหม่
ทั้งที่ในความเป็นจริงแล้ว พระเจ้ากาวิโลรสสุริยวงษ์ถึงพิราลัย เจ้าอุปราชอินทนนท์ซึ่งได้รับสถาปนาเป็นเจ้านครเชียงใหมที่ 7 (พระเจ้าอินทวิชยานนท์) ได้สร้างคุ้มหลวงแห่งใหม่ขึ้นที่ข่วงหลวงบริเวณหน้าศาลาสนามที่เป็นที่ตั้งตึกยุพราพในปัจจุบัน "เวียงแก้ว" ซึ่งเป็นที่พำนักของเจ้านครเชียงใหม่มาตั้งแต่ พ.ศ. 2339 จึงสิ้นสภาพการเป็นคุ้มหลวงนับแต่ พ.ศ. 2413 และถูกปล่อยให้รกร้างจนถูกน้ำท่วมมานานกว่า 40 ปี จนกลายเป็น “หอพระแก้วร้าง” ก่อนที่จะมีการใช้ประโยชน์อย่างอื่นในภายหลัง
และนอกจากนี้เจ้าอินทวโรรสสุริยวงษ์ก็ไม่ได้ยกพื้นที่เวียงแก้วทั้งหมดให้เป็นที่ตั้งเรือนจำดังที่เจ้าดารารัศมีทรงเล่าประทานว่า “‘เวียงแก้ว’ เป็นเนื้อที่สี่เหลี่ยมจดถนนทุกทิศ เป็นมรดกของเจ้าอินทวโรรสสุริยวงษ์ เจ้านครเชียงใหม่ที่ 8 เจ้าอินทวโรรสฯ ได้ยกทูลเกล้าฯ ถวายให้เป็นเรือนจำจังหวัดเชียงใหม่ในด้านทิศใต้ ส่วนทางด้านทิศเหนือ เจ้าอินทวโรรสได้จัดทำเป็นสวนสัตว์ครึ่งหนึ่งและอีกครึ่งหนึ่งได้ยกให้ข้าราชบริพาร คือ พระญาติๆ หลานเหลน และเหล่าเสนาของท่าน เช่น หมื่น ท้าว พญาทั้งหลายในสมัยนั้น”

ซึ่งจะเห็นได้ว่า การก่อเหตุของกบฏเงี้ยว ไม่เกี่ยวใดๆ กับการปลดปล่อยชาวแพร่จากการกดขี่ของรัฐบาลกรุงเทพฯ ตามที่มีคนบางกลุ่มกล่าวอ้างเลย
และจากข้อมูลที่เราเคยรับรู้กันมาคือ การที่เจ้าพิริยเทพวงษ์เจ้าหลวงเมืองแพร่ได้ให้การสนับสนุนกลุ่มกบฏเงี้ยวนั้น เรื่องราวที่ ฤๅ นำมาพูดคุยในวันนี้ ก็เรียกได้ว่าเป็นส่วนขยายของข้อมูลข้างต้น ซึ่งทำให้เห็นร่องรอยว่าเกิดอะไรขึ้นบ้างระหว่างเมืองแพร่และทางกรุงเทพฯ ในช่วงเวลาที่โจรเงี้ยวก่อกบฏ และเหตุใดเจ้าหลวงเมืองแพร่จึงตัดสินใจทำเช่นนั้น

เห็นกันอยู่ว่าแนวคิด “คอมมิวนิสต์” สร้างความพังพินาศให้กับประเทศต่างๆ มาแล้วตั้งมากมายเท่าไหร่ ก็ลองนึกกันเล่นๆ ว่า แล้วความคิดของ “เบียว-คอมมิวนิสต์” ที่มองแนวคิดนี้แบบฉาบฉวย จะยิ่งสร้างความวอดวายให้กับสังคมอีกแค่ไหน
