У микрофона Гинтарас Зукас и радиопередача “Реновация: что, как и почему?”. Посвящена она программе модернизации многоквартирных домов в Литве. Здравствуйте.В сегодняшнем выпуске радиопередачи “Реновация: что, как и почему?” мы поговорим о результатах прошлого созыва, а также поговорим о планах и прогнозах на будущее в сфере реновации.Первый наш собеседник директор департамента энергоэффективности зданий APVA Витаутас Врубляускас. Вот что он рассказал о результатах восьмом созыва.Мы можем порадоваться, что с 2013-ого до конца 2021-ого года полностью реализовано более 3000 проектов. А это примерно 9000 квартир. В порядок приведены почти 5 миллионов квадратных метров полезной жилплощади. С другой стороны 31 декабря 2021-ого года был последний день для подачи заявок по восьмому созыву. Из-за пандемии COVID-19 этот термин несколько раз откладывался, чтобы жители успели с подачей заявок. И как результат в этом созыве мы получили 784 заявки, и это самое большое количество заявок за всю историю. И мы радуемся такому результату, т.к. думали, что получим около 500 заявок. У микрофона Гинтарас Зукас и радиопередача “Реновация: что, как и почему?”. Посвящена она программе модернизации многоквартирных домов в Литве. Здравствуйте.В ноябре этого года два агентства при Министерстве окружающей среды: агентство энергоэффективности в жилом секторе (БЕТА) и агентство управлениям экологическими проектами - объединились.Ожидается, что слияние двух агентств приведет к более эффективному процессу модернизации многоквартирных домов.Об этом мы поговорили с директором департамента энергоэффективности зданий APVA Витаутасом Врубляускасом.Витаутас, какова цель слияния этих двух агентств?С 3 ноября этого года, два агентства при Министерстве окружающей среды объединились - Агентство энергоэффективности в жилом секторе (БЕТА), которое до сих пор занималось администрированием процессов модернизации многоквартирных домов в стране, и Агентство управления экологическими проектами (APVA), которое администровало проекты связанные с сферой окружающей средой и изменением климата.И теперь процесс реновации зданий в стране будет координировать недавно созданный Департамент энергоэффективности зданий APVA. Таким образом министерство окружающей среды хочет добиться принципа координации - “одно окошко”, для улучшения процессов администрации вопросов энергоэффективности, и смягчения изменения климата. Также предоставлять методическую и консультационную помощь самоуправлениям, а также другим участникам процесса модернизации: администраторам, жителям. Это позволит, что модернизация как многоквартирных, так и общественных зданий в стране проходило более эффективно. Каковы ожидания от этого слияния. Положительные?Ожидания - действительно высокие. Нынешняя планка поставленная правительством - очень высока. Это достичь 1000 реновированных домов в год. Для сравнения в 2021 году - планируется модернизировать 300 домов. В 2022 планируется завершить 540 проектов. Но оценивая объем проектов, и что на реализацию каждого уходит по 2-4 года. По нашим оценкам объем проектов нужно увеличивать в почти в три раза. Чтобы достичь такой качественный скачок, нужны изменения. Одним из них является слияние двух подведомственных министерству окружающей среды компаний. И в новом созданном Департаменте энергоэффективности зданий APVA сейчас сформированы два подразделения: один из них Отдел реализации и присмотра за проектами, функция которого заключается в администрировании текущих проектов. Второе подразделение: Центр компетенций. Цель которого предоставлять методическую помощь участников процесса модернизации. В Центре компетенций будут работать опытные специалисты, эксперты, которые смогут своими знаниями, помочь жителям и другим участникам процесса модернизации. Ответить на возникающие вопросы, предоставить необходимые рекомендации, информацию о реализации программы. Этот отдел проконсультирует по различным инструментам финансирования, в процессе модернизации, управлении качеством и т.д.В этом подразделении также будут стремиться реализовывать новые формы и средства для проектов модернизации. Речь идет о проектах 21-27 гг. которые будут реализовываться из средств Евросоюза. Департамент энергоэффективности зданий APVA будет координировать не только средства модернизации зданий, но будет анализировать их влияние, как в строительном секторе, так и в целом на экономику Литвы. Какие изменения можно ожидать в ближайшее время?После объединения агентств, ближайшие планы это оптимизировать и оцифровать процессы администрирования модернизации. Таким образом хотят облегчить и ускорить подачу документации и оценку подаваемых документов. Также сейчас идет интенсивная работам с министреством окружающей среды по созданию плана многолетней стратегии по модернизации в Литве. В результате чего должны быть подготовлены конкретные решения, которые облегчат процесс модернизации.

За компенсациями и субсидиями - в агентство APVA
Агентство APVA по управлению проектами, связанными с защитой окружающей среды, говорит, что интерес к компенсациям за автомобили, загрязняющие окружающую среду, не стихает. Поначалу на такие компенсации на велосипеды, электросамокаты и другие экологические средства передвижения выделялось 5 млн евро, которые расходовались меньше чем за полгода. Теперь же из дополнительных трех миллионов евро, выделенных на программу в конце сентября, тоже распределена уже половина. В такие короткие сроки было подано более полутора тысяч заявок. Остается всего полтора миллиона евро, так что тем, для кого это актуально, специалисты советуют поспешить. Напомню, что алгоритм этого действия такой. Владелец загрязняющего окружающую среду автомобиля должен утилизировать его в одном из предприятий, у которых есть на это лицензия, и обязательно получить справку. Список таких предприятий можно найти на странице atvr.aplinka.lt. Следующий этап - приобретение велосипеда, самоката, мотоцикла, мопеда или годового билета общественного транспорта - и подача заявки на компенсацию. Надо только помнить, что общая сумма компенсаций одному заявителю не превышает 1000 евро. А найти всю подробную информацию можно на странице агентства APVA - apva.lt.По этому же адресу могут обращаться и те жители нашей страны, которые хотят получить компенсации на оборудование солнечной электростанции. И тут тоже надо поспешить, поскольку до завершения приема заявок остается всего две недели. Принять участие в этом проекте приглашаются владельцы собственных домов либо люди, которые хотели бы приобрести удаленную солнечную электростанцию. Размер компенсации составляет 323 евро за 1 киловатт - это примерно треть расходов на установку электростанции. Надо обратить внимание, что государство финансирует покупку солнечных электростанций мощностью до 10 кВт. Последовательность действий такая. Первым делом надо подать заявку, затем получить подтверждение, и только после этого можно заниматься оборудованием солнечной электростанции. Потом надо будет предоставить соответствующие документы - и ожидать получения субсидии. Вся необходимая информация - на странице агентства apva.lt. К слову, установка такой “домашней” электростанции, по подсчетам специалистов, окупается в среднем примерно за 7-9 лет.
