เมื่อพูดถึงคูปอง 5 เท่า หลายคนคงจะนึกถึง “คูปอง 3 เท่า” ที่ไต้หวันแจกจ่ายให้แก่ประชาชนทุกคนคนละ 3000 แต่ประชาชนจะต้องควักเงินในกระเป๋าออกมาก่อน 1000 เหรียญ แลกกับคูปอง 3000 เหรียญ จึงเรียกว่า “คูปอง 3 เท่า” แต่คราวนี้ จะแจกฟรีเป็นคูปองมูลค่า 5000 เหรียญ เนื่องจากเรียกคำว่า คูปอง 5 เท่า จนเคยชิน จึงยังคงเรียกชื่อเดิม เพื่อไม่ให้เกิดความสับสน โดยจมีสองรูปแบบคือแบบกระดาษและแบบดิจิทัล โดยเริ่มเปิดให้ลงทะเบียนขอรับได้ตั้งแต่วันที่ 22 ก.ย. เป็นต้นไป แล้วรับคูปองได้ในช่วงต้นเดือน ต.ค. สามารถนำไปใช้จ่ายได้จนถึงสิ้นเดือน เม.ย. ปีหน้า ทั้งนี้ ก็เพื่อหวังผลให้เกิดการกระตุ้นการพัฒนาเศรษฐกิจหลังจากที่ซบเซามานานในช่วงของโควิด-19 กระตุ้นให้ผู้คนออกมาใช้จ่ายกันให้มากขึ้น นอกจากนี้ ยังมีหน่วยงานต่าง ๆ ก็ช่วยกันคนไม้คนละมือ ออกคูปองประเภทต่าง ๆ อีก 8 ประเภท อาทิ คูปองกีฬ่า เอาไปซื้อเครื่องกีฬา ชมการแข่งขันกีฬา หรืออะไรที่เกี่ยวกับกีฬา คูปองสนุกกับศิลปะ เอาไปใช้จ่ายเกี่ยวกับการชมนิทรรศการ งานศิลปะ ค่าผ่านประตูต่าง ๆ คูปองเกษตร ใช้กับฟาร์มเกษตรเพื่อการท่องเที่ยว และซื้อสินค้าเกษตรต่าง ๆ คูปองเพื่อการท่องเที่ยว ใช้จ่ายเป็นค่าห้องพัก ค่าบัตรผ่านประตูสวนสนุกต่าง ๆ เป็นต้น
ทั้งนี้ นายก่งหมิงซิน ประธานสภาพัฒนาแห่งชาติไต้หวัน ได้ตอบข้อซักถามที่ว่า สำนักบัญชีกลาง สภาบริหารไต้หวัน ได้ประมาณการตัวเลขการเติบโตทางเศรษฐกิจของไต้หวันในปีนี้ว่าจะอยู่ที่ประมาณ 5.88% โดยจะมาจากคูปอง 5 เท่า ที่ต้องใช้งบประมาณกว่า 1.1 แสนล้าน ดันจีดีพีอย่างน้อย 0.6% ว่า จะดันให้ตัวเลขนี้พุ่งขึ้นมากกว่านี้หรือไม่? ซึ่งเขามีความเห็นว่า เนื่องจากชาวบ้านจะนำคูปองเหล่านี้ไปใช้จ่าย ซื้อข้าวซื้อของเพื่อการบริโภค หรือใช้แทนเงินสดที่ตนต้องใช้จ่ายอยู่แล้ว จึงยากที่จะประมาณผลที่จะเกิดจากคูปอง 5 เท่านี้ได้ ซึ่งมีระยะเวลาในการใช้ถึง เม.ย. ปีหน้า เพราะฉะนั้น มันจึงจะมีผลต่อไตรมาส 4 ปีนี้ หรือไตรมาสแรกของปีหน้า คงต้องเฝ้าติดตามต่อไปก่อน จึงจะเป็นที่แน่ชัด หากส่งผลในไตรมาส 4 ก็มีโอกาสที่จีดีพีปีนี้จะพุ่งไปอยู่ที่ 6%
คูปอง 3 เท่าของปีที่แล้ว ปีนี้เพิ่มเป็นคูปอง 5 เท่า หวันดัน GDP พุ่งเป็น 6%
๒. ไต้หวันคุมเข้มสกัดอหิวาต์แอฟริกาในสุกร (ASF) ห้ามใช้เศษอาหารเลี้ยงหมู
สืบเนื่องจากกรณีที่ในช่วงที่ผ่านมา ไต้หวันตรวจพบเชื้ออหิวาต์แอฟริกาในสุกรหรือ ASF ในขนมไหว้พระจันทร์ที่ลักลอบนำเข้าจากประเทศเวียดนาม และมีการระดมกำลังตรวจหาเชื้อดังกล่าวในฟาร์มหมูทั่วประเทศ และสั่งห้ามใช้เศษอาหารตามบ้านมาเลี้ยงหมูในฟาร์มต่าง ๆ ตั้งแต่บัดนี้จนถึงวันที่ 30 ก.ย. ศกนี้ ผู้ฝ่าฝืนจะมีโทษปรับ ทั้งนี้ การห้ามใช้เศษอาหารมาเลี้ยงหมูจะทำให้ผู้เลี้ยงหมูในไต้หวันมีต้นทุนสูงขึ้นมาก ดังนั้น รัฐบาลจึงได้เตรียมงบประมาณ 500 ล้านช่วยเหลือเกษตรกรผู้เลี้ยงสุกรในไต้หวัน ตัวละ 500 เหรียญไต้หวัน เพื่อสกัดการระบาดของโรคดังกล่าวให้ได้อย่างทันท่วงนี้ เนื่องจากอุตสาหกรรมเลี้ยงสุกรในไต้หวันมีมูลค่าในตลาดปีละหลายหมื่นล้าน
