สืบเนื่องจาก เมื่อวันที่ 26 สิงหาคม 2565 นางอุรีรัชต์ เจริญโต อธิบดีกรมความร่วมมือระหว่างประเทศ และนาง Angela Macdonald เอกอัครราชทูตออสเตรเลียประจำประเทศไทย ได้ร่วมลงนามในหนังสือแลกเปลี่ยนสำหรับโครงการ Project on Expanding Transport Cooperation through Partnerships for Infrastructure and the Ministry of Transport (P4I-MOT) ณ กรมความร่วมมือระหว่างประเทศ ศูนย์ราชการเฉลิมพระเกียรติฯ 80 พรรษา โดยนายชีวินท์ ณ ถลาง รองอธิบดีกรมความร่วมมือระหว่างประเทศ ผู้แทนจากกระทรวงคมนาคม และสถานเอกอัครราชทูตออสเตรเลียประจำประเทศไทยเข้าร่วมพิธีด้วย
การลงนามหนังสือแลกเปลี่ยนสำหรับโครงการ P4I-MOT ครั้งนี้ ถือเป็นส่วนหนึ่งของการเพิ่มพูนความร่วมมือภายใต้ความตกลงว่าด้วยความร่วมมือด้านการพัฒนาระหว่างไทยและออสเตรเลีย พ.ศ. ๒๕๓๒ และ Joint Declaration on the Strategic Partnership between the Kingdom of Thailand and Australia ซึ่งนายกรัฐมนตรีของทั้งสองประเทศได้ร่วมลงนามเมื่อเดือน พ.ย. ๒๕๖๓ โครงการ P4I-MOT เป็นหนึ่งในโครงการภายใต้ข้อริเริ่ม Partnerships for Infrastructure (P4I) ของรัฐบาลออสเตรเลีย ซึ่งมุ่งเสริมสร้างบทบาทของออสเตรเลียในอนุภูมิภาคลุ่มน้ำโขงและอาเซียน รวมถึงในกรอบ ACMECS โดยสาขาที่ออสเตรเลียต้องการส่งเสริมความร่วมมือกับไทย อาทิ การพัฒนาโครงสร้างพื้นฐานด้านคมนาคม พลังงาน การพัฒนาทรัพยากรมนุษย์ digital connectivity การพัฒนาเขตเศรษฐกิจพิเศษ และการส่งเสริม ASEAN Connectivity ผ่านการดำเนินงานใน ๓ รูปแบบ คือ (๑) การส่งเสริมความเป็นหุ้นส่วนระหว่างรัฐบาลออสเตรเลียและประเทศคู่ร่วมมือ (๒) การให้คำปรึกษาด้านโครงสร้างพื้นฐาน รวมถึงการให้ความช่วยเหลือทางวิชาการและการเสริมสร้างศักยภาพของหน่วยงานที่เกี่ยวข้องกับการกำหนดนโยบายด้านโครงสร้างพื้นฐาน และ (๓) การแบ่งปันความรู้และสร้างเครือข่ายระหว่างกัน ความร่วมมือภายใต้โครงการ P4I – MOT จะช่วยสนับสนุนการพัฒนานโยบายเกี่ยวกับโครงสร้างพื้นฐานด้านคมนาคม และช่วยเพิ่มขีดความสามารถให้กับหน่วยงานและบุคลากรของไทย เพื่อนำไปสู่การพัฒนาโครงสร้างพื้นฐานด้านคมนาคมที่ยั่งยืน โดยเน้นการพัฒนาและการเตรียมการเพื่อนำไปสู่การใช้รถโดยสารไฟฟ้าประจำทาง (EV Bus) และการพัฒนาการใช้ยานยนต์ไฟฟ้าสำหรับการขนส่งสาธารณะอื่น ๆ (EV Development of Public Transport)
