亞太經合領袖非正式會議在秘魯首都利馬舉行，共二十一個經濟體參加。劉必榮分析，今年APEC的重點仍然在拜習會。美中各自劃下台灣問題的紅線，目的都在為川普接任美國總統後的作為鋪陳。川普其實應該就是APEC會場裡，人人都避而不談的佛地魔。

但今年APEC最重大的共識，應該是各國領袖決定「由人類，而非AI決定使用核武！」
APEC後登場的G20峰會則在巴西舉行。G20的國家中較多屬於貧窮國家，也因此峰會通常成為他們發聲的政治平台。巴西總統魯拉提出南方國家的一些重要議程，包括希望各國領袖能夠同意一個全球的稅制、建立同盟以減少飢餓與貧窮等…目前看來，實現的可能性並不大。

การประชุมระดับผู้นำเศรษฐกิจ APEC ประจำปีนี้ ในระบบออนไลน์ ที่นิวซีแลนด์เป็นเจ้าภาพ ได้ปิดฉากลงแล้ว ซึ่งในส่วนของไต้หวัน มีนายมอริส จาง ผู้ก่อตั้ง TSMC ยักษ์ใหญ่อุตสาหกรรมแผ่นชิประดับโลก สัญชาติไต้หวัน เป็นตัวแทน ปธน. ไช่ฯ ผู้นำไต้หวันเข้าร่วมการประชุมดังกล่าว ได้เปิดแถลงข่าวพร้อมกับตัวแทนไต้หวันที่เข้าร่วมประชุมระดับ รมว. เอเปค ในปีนี้ ซึ่งนายมอริส จางได้เตือนว่า การค้าเสรีในช่วงนี้ ดูเหมือนว่าจะเริ่มมีการแปลี่ยนแปลงเกิดขึ้น กลายเป็นกาค้าเสรีอย่างมีเงื่อนไข อย่าง สหรัฐฯ ที่ยืนหยัดการค้าเสรีมาโดยตลอด ในช่วงที่ผ่านมาก็ปรับนโยบายเพิ่มการผลิตของอุตสาหกรรมหลายประเภทในประเทศของตน ซึ่งเป็นสิ่งที่ไต้หวันต้องให้ความสนใจ และเชื่อว่าา ได้ส่งผลในทางลบขึ้นแล้ว โดยไต้หวันเชื่อว่า การจำกัดการค้าเสรีอย่างมีเงื่อนไขเฉพาะอุตสาหกรรมที่เป็นหัวใจของความมั่นคงแห่งชาติของตนเท่านั้น จึงจะเป็นหนทางที่ถูกต้องของประเทศสมาชิกเอเปก
การประชุม APEC ปีนี้ได้บรรลุฉันทามติ 3 ประการ ได้แก่ การกระจายวัคซีนโควิด-19 อย่างเป็นธรรม ส่งเสริมการค้าและการลงทุน ตลอดจน สิ่งแวดล้อมอย่างยั่งยืน

๒. ผู้นำไต้หวันขอบคุณทุกฝ่ายร่วมมือป้องกันโรค ทำส่งออกทุบสถิติ
ประธานาธิบดีไช่อิงเหวิน ผู้นำไต้หวันได้โพสต์ข้อความผ่านเฟสบุ๊กส่วนตัวว่า การส่งออกของไต้หวันทุบสถิติอีกแล้ว ซึ่งต้องขอขอบคุณทุกฝ่ายที่ให้ความร่วมมือในการป้องกันโรค การส่งออกเป็นพลังสำคัญในการขับเคลื่อนเศรษฐกิจของไต้หวัน และภายใต้การปรับตัวของซัพพลายเชนทั่วโลกในขณะนี้ ไต้หวันยิ่งต้องใช้โอกาสอันดีนี้ ขยายตลาดในต่างประเทศ
การส่งออกของไต้หวันในช่วง 10 เดือนแรกของปีนี้ เติบโตต่อเนื่องเป็นเดือนที่ 16 และทำลายสถิติรายเดือนด้วย การส่งออกในเดือน ต.ค. ที่ผ่านมามียอดส่งออกถึง 40,140 ล้านดอลลาร์ ทุบสถิติรายเดือน ยอดรวม 10 เดือนแรกของปีนี้อยู่ที่ 3.642 แสนล้านดอลลาร์ นอกจากจะทุบสถิติในช่วงเดียวกันแล้ว ยังทุบสถิติตลอดทั้งปีอีกด้วย
นอกจากนี้ ประธานาธิบดีไช่ฯ ยังได้ระบุถึงอัตราการเติบโตทางเศรษฐกิจของไต้หวันในปีนี้ว่า มีการประเมินว่า จะสูงถึง 6.01% สูงสุดในรอบ 11 ปี
ผู้นำไต้หวันระบุว่า ผลสำเร็จต่าง ๆ เหล่านี้ มาจากการร่วมไม้ร่วมมือกันของทุกฝ่าย สกัดมิให้โรคระบาดขยายเป็นวงกว้าง ตอนนี้ พลังทางเศรษฐกิจในขอบเขตทั่วโลกก็กำลังขยายตัวอย่างต่อเนื่อง รัฐบาลก็ต้องเร่งระดมสรรพกำลังที่มีอยู่ใช้โอกาสทองนี้ขยายการเติบโตทางเศรษฐกิจของไต้หวัน
ในตอนท้ายของโพสต์ดังกล่าว ผู้นำไต้หวันได้ทิ้งท้ายเกี่ยวกับการลงประชามติในวันที่ 18 ธ.ค. ว่า ประเด็นเนื้อหมูที่มีสารกระตุ้นเนื้อแดง เกี่ยวพันกับการค้าต่างประเทศของไต้หวัน ณ ขณะนี้ ไต้หวันต้องแสดงความเด็ดเดี่ยวที่จะแก้ปัญหาการค้ากับนานาชาติ เพื่อให้นานาชาติสนับสนุนไต้หวัน จึงขอให้ทุกท่านช่วยกันกระจายข่าวการลงประชาติให้เพื่อนฝูงได้เข้าใจ เพื่อจะได้ตัดสินใจได้อย่างถูกต้อง
๓. ไต้หวันสมัครเข้าเป็นสมาชิก CPTPP สดใส ไม่มีสมาชิกคัดค้าน
การขอเข้าเป็นสมาชิก “ข้อตกลงความครอบคลุมและความก้าวหน้าเพื่อหุ้นส่วนทางการค้าภาคพื้นเอเชียแปซิฟิก” หรือ Comprehensive and Progressive Agreement for Trans-Pacific Partnership ย่อว่า CPTPP ซึ่งมีประเทศสมาชิกรวมทั้งสิ้น 11 ประเทศ ของไต้หวัน เป็นภารกิจเร่งด่วนของรัฐบาล ซึ่งจนถึงปัจจุบัน หน่วยงานที่เกี่ยวข้องไต้หวันเห็นว่า สมาชิกบางส่วนมีท่าทีเป็นบวก บางส่วนค่อนข้างบวก และอย่างน้อยที่สุดจนถึงปัจจุบัน สมาชิกทั้ง 11 ประเทศสมาชิกยังไม่มีประเทศใดแสดงจุดยืนคัดค้านการขอเข้าเป็นสมาชิกของไต้หวัน
