内阁中有一个外交事务委员会,但是对这个机构他根本不放在眼里,他多次制订、宣布、甚至执行事关重大的外交政策决定,而该委员会和内阁却毫无所知。中印边界问题的处理就是这样,不但内阁和内阁所属的外交和国防两个委员会不知道,直到发生武装冲突使这个问题再也隐瞒不住时,议会也不知道。 因此,二十世纪五十年代的印度外交政策,就是尼赫鲁个人制订的;而这个政策的执行也仅由尼赫鲁本人和印度外交部的几名高级官员负责。最初几年尼赫鲁领导外交部部务,也是事必躬亲,好象他管的只有一个外交部,甚至连一些简单的电报,也时常要亲自起草,不同官员们商量。有一个看问题比较尖锐的观察家,批评尼赫鲁在世时的印度外交人员,他写道:“他们工作效率不高——对于印度这样重要的大国来说,很不相称。他们训练不够,业务能力不行,整体观念不强,过分热中于讨好上级。尼赫鲁过于忙碌,过于偏执,以致没有去了解必要的细节和下级官员的情况,他只熟悉一小撮最高级官员和少数几个偏爱的部下。这样就助长了阿谀奉承,走私人路线,以及肤浅和主观的作风。” 尼赫鲁个人的对华态度,在刚开始时是积极热情的,甚至是亲如兄弟的。这种态度渊源于他长期的信念:在他的想象中,两个亲人般的、平等的巨人之间的友谊象征着亚洲的前途,甚至象征着世界的前途。一九四二年尼赫鲁写道:“我所梦想的未来是同印中两国团结友好并结成某种接近于联盟的关系的前景密切联系在一起的。”一九三九年他第一次访问中国,在国民党政府所在地重庆度过十二天,回去后他确信“一个新的中国正在兴起,它扎根于自己的固有文化,然而摆脱了多年来的懵憧软弱状态,变得强壮而团结”。一九五四年他再度来到中国,在回印度以后,对中国人民在建设国家中表现出来的精力和纪律,印象很深,他认为这给中国带来了“了不起的力量”。这次访问中国时,他会见了毛泽东。据说尼赫鲁在会见后感到似乎他“就象从中华帝国的属国或附庸国来的臣民一样,被引进谒见”。中印双方对于谁应当更加尊重谁这种以老大自居的矛盾,这不是第一次,也不是最后一次的表现。 虽则尼赫鲁在印度内政方面是反共的,但他总是力图把它同对待共产党国家的态度区别开来。他认为中华人民共和国的建立,是民族主义的胜利,也是亚洲政治复兴的表现,而不把它看作为共产主义的胜利。他相信到头来中国文明将把马克思主义的教条和共产党的结构消化吸收,然后也许产生一种新的化合物。他深知由于中国和印度两国制度不同,因而在广阔的政治领域中必然会在亚洲和世界上成为竞争对手。可是他认为中印竞争不一定会搞坏两国关系。尼赫鲁对北京的友好政策以及他支持中华人民共和国取得联合国代表权的主张,使他在国内以至在国际上挨了不少责骂。从一九五O年起,印度国内批评尼赫鲁的人抨击他的对华政策是姑息政策,并且争论说,既然认为中国是入侵西藏,就不应该加以默许。他们警告尼赫鲁说,中国出现在北部边境,不可避免地会把印度暴露于中国扩张主义的威胁面前——后来,他们自然相信这些预言都已得到证实。但到了五十年代的中期,印度对中国在西藏行使权力所引起的惊惶和愤恨业已平息,“印中人民是兄弟”的口号,在印度又风行一时。周恩来一九五六年到印度回访尼赫鲁的时候,所到之处,都受到广大群众的热烈欢呼。 周恩来乘此机会提出了麦克马洪线 [ 注:有人认为在一九五六年同周恩来的会谈中是尼赫鲁先提出了麦克马洪线的问题。这种看法对于印度对中印边境争端发展的理解是要害所在。但这种看法是错误的。尼赫鲁自己说得很清楚,他说是周恩来主动提出来的。 ] 的问题。当两年前两人在中国会谈时,尼赫鲁曾顺便提到中国地图标出了“一条错误的边界线”。按照尼赫鲁本人的说法,中国当时告诉他这些中国地图是老地图的再版,还没有来得及加以修改。 [ 注:“印度总理却没有想到,中国有同样的理由就他的一些地图的问题向他提出责问,这些地图也是把从前的帝国主义政府的领土要求照原样画上,而没有同有关邻国事先商量。”(见狄克·威尔逊(Dick Wilson)所著《亚洲觉醒了》(Asia Awakes)第83页,伦敦Weidenfeld and Nicholson一九七O年出版。 ] 后来,尼赫鲁说,他“凭着印度对中国友好关系”,曾就当时似乎已陷入僵局的中缅边界谈判问题写信给周恩来。

General Nicholson served as the Commanding General of III Marine Expeditionary Force, leading 30,000 Marines and Sailors in the Asia-Pacific region, from 2015 to 2018. He retired in August of 2018 after 39 years of dedicated service. During his career, he commanded at every level in USMC infantry units and commanded Marines in both Anbar Province, Iraq and Helmand Province, Afghanistan during critical periods of military campaigns.
