一週財經聚焦 一、全球半導體短缺,Bloomberg 以「全球正危險地依賴台灣半導體(The World Is Dangerously Dependent on Taiwan for Semiconductors)」為題,報導全球車用晶片短缺下,包括德國福斯、美國福特及日本Toyota等大廠,都因為沒有晶片被迫停工,美、日、德等國都傳出向台灣求援,看來供應鏈重整效應已經開始發酵,我們要怎麼解讀台灣半導體未來的喜與憂? 國際媒體相關報導 ●CNBC:〈Taiwan ministry says TSMC will prioritize auto chips if possible〉(臺灣經濟部部表示,台積電將盡可能優先供貨汽車晶片) 這篇報導引述了經濟部長王美花的說法:台積電將盡量擴增產能,以應付汽車產業的需求。 由於川普採取了壓制中國半導體發展的政策,全球汽車廠商因為半導體產能緊張,陷入了停工危機。 ●華爾街日報:〈Chips Are in Hot Demand—and That’s a Problem〉(晶片需求激增,那是一個大問題) 智慧型手機以及電動車的需求增加,壓縮了半導體的產能 ●倫敦金融時報:〈Global chip shortage puts car supply chain under the microscope〉(全球晶片短缺,讓汽車供應鏈陷入危機) 關鍵零組件短缺風險,正威脅汽車產業。 分析解讀 現在疫情還沒有完全消退,當前的經濟狀況,可以從以下三個角度分析: 消費者角度:日子過得好爽,不工作就有錢拿,政府發的紓困支票剛好拿去炒股票。 政府角度:忘記赤字大印鈔,享受大政府時代。 企業家角度:企業家是最辛苦的,只能在不確定中匍匐前進。 拜登上臺後,馬上簽署了「Buy American」的行政命令,呼籲大家愛用美國貨,引發市場關注。但基本上這原本就應該是《聯邦法》的一部份,到底輿論為何有所擔憂。幾十年來,「買美國貨」其實一直都是美國政府採購法的部份,自 1933 年開始,相關法律就要求美國聯邦政府在購買產品時,必須傾向於美國本土製造的產品。 美國前總統 Calvin Coolidge也曾說:「 The business of America is business。」所以,全球所有的經濟活動,尤其在美國,都是經濟決定政治。 由於過去汽車生產商大多採取「即時」(just-in-time)的生產模式,也就是預估銷售數量,盡量減少庫存,且沒有囤積元件的習慣。在去年春天疫情爆發,實施經濟封鎖後,晶片供應商擔心庫存積壓,取消了原計畫在2020年上半年給代工廠的訂單。但報告顯示,全球汽車業的恢復速度比預期快得多,尤其是需要安裝更多晶片的混合動力汽車和電動汽車。 與此同時,汽車業的復甦伴隨著「宅經濟」需求的增加,新的Playstation 5和iPhone 12等商品銷售表現樂觀,最終導致了晶片的供不應求。Just in time 證明對付不了Just in case。 晶片的短缺對各國汽車產業的影響並非一模一樣。牛津經濟研究院首席產業經濟學家Stephen Foreman表示:「就對GDP的打擊而言,德國和日本對汽車業的依賴比較重,因此顯得尤為脆弱。然而,美國汽車市場所面臨的衝擊沒有想像中的大,因為美國汽車市場及其供應鏈業務僅佔美國經濟約2%。」 相比之下,韓國受到的影響微乎其微,因為韓國擁有兩家全球最大的晶片製造商--三星和SK海力士,他們都在加緊生產。 1986年,日本與美國在半導體產業發生劇烈貿易摩擦,簽訂了《日美半導體協議》(當年的狀況類似現在的美中貿易戰)。當時日本壟斷世界半導體市場,無法忍受的美國利用該協議,片面抬高日本半導體的價格,提高了美國企業的佔有率。美國當時開始致力於半導體的「水準分工」,一反當時半導體產業主流多從設計到製造全由一家企業完成的「垂直整合模式」,而是讓美國廠商專注於上游設計開發,把需要鉅額投資,但附加價值小的生產甩給亞洲企業。 台灣當時就是「在適當的時機做了適當的事」,明確的切入產業,因此有了今天的台積電和聯電。現在,全球當前能生産尖端半導體的,是台積電、三星電子和英特爾三家企業。但現在英特爾也面臨衰退危機。 不過,要知道IC上下游產業包括設計、製造、封裝測試三大部分,上下游產業緊密整合,是台灣重要的優勢來源。依據相關統計,去年聯發科在設計排名全球第4,日月光和矽品分居封測第1、3,台積電、聯電亦是分居晶圓代工第1、3位。全球晶圓代工產業,台灣市占率高達65%,遙遙領先其他國家。另外,環球晶在矽晶圓市場居第3位,記憶體有南亞科、旺宏與華邦等大廠,顯示台灣IC產業特別是晶圓製造在全球有著關鍵性的地位。 美國憑藉自己設計的水平分工,推動無工廠的經營,誕生了Qualcomm及NVIDIA等實力企業,但將生産甩給亞洲,結果是分工深化。台積電擁有了出乎意料的實力,如今美國也感到不安,在美中對立下,台積電存在感更加提升,美國現在又開始表示由於安全保障的理由,拼命拉台積電到美國投資,的確相當諷刺。 儘管美國仍在晶片設計上具有主導地位,荷蘭 ASML 則壟斷最好的半導體設備,日本則是關鍵化學、設備主要供應商;但在先進製程上,台積電越來越鞏固自己的領先地位,並幫助台灣建立以台積電為中心的全面上下游產業鏈系統。如日月光是全球頂尖的封裝測試廠,聯發科則成為全球最大智慧型手機晶片製造商。 但要注意的是,美國共和黨籍聯邦眾議員 Michael McCaul 發聲明稿表示,他正與參眾兩院國會議員合作,優先考慮讓《為半導體生產建立有效激勵措施法案(CHIPS for America Act)》剩餘條款盡快簽署,成為法律。而去年12月,歐盟17個成員國簽署了《歐洲處理器和半導體科技計劃聯合聲明》,未來將投入1450億歐元,在兩到三年內用於「數位轉型」,進行半導體研究投資。中國大陸去年10月發表的五年計畫(至2025年),將資助包括半導體產業在內的科技業1.4兆美元。 現在的全球半導體產業庫存處於低水位,在雲端、人工智慧(AI)、遊戲、物聯網(IoT)及全球經濟數位化等長期有利趨勢推動下,未來對晶片的需求只會越來越高。調查機構TrendForce集邦估計,2021年全球晶圓代工佔有率,64%會在台灣,其中台積電佔多數。也就是說,台積電一人佔據了全球過半的晶圓代工規模。 不過去年台灣IC出口1225億美元,占出口35.5%,成長率22%,但檢視其出口市場,大陸和香港占61%,成長率近27%,是帶動IC成長的主力。集中度過高是IC產業的風險之一,其次,去年台灣IC進口623億美元,用於內需和封裝測試後再出口,來源包括大陸、南韓、日本等亞洲國家占76%,美、歐占10%;IC進口和出口比值高達50%以上,顯示台灣是亞洲IC產業分工體系的一環,而非獨立於外。 而前年美中貿易戰進入白熱化,川普政府對大陸祭出出口管制貿易措施,凡是使用到美國技術的產品禁止輸往管制黑名單,這暴露出臺灣半導體產業的罩門所在,仍有相當程度倚賴外來技術和設備,而在IC設計重要工具軟體,台灣仍是仰賴自外引入。 另外,前年日韓貿易摩擦,日本對南韓就氟化聚醯亞胺、光阻劑、高純度氟化氫三項IC製程關鍵特用化學品採取抵制,造成南韓半導體產業受重傷。凡此種種,說明了在半導體產業生態體系的構建,台灣仍有許多待努力的重要節點,我們必須注意日本或美國會不會在關鍵零組件上掐我們的脖子。 在美國壓力之下,台積電已不得不前往亞歷桑納州投資設廠。這可能只是開端,未來美國會否繼續採取相關手段影響我國產業,政府必須注意。半導體產業未來將面對更激烈的競爭,台灣產業存在生態體系強化、研發投入誘因不足、政府科技投入縮減、人才欠缺、下游應用市場狹小等眾多問題。 最重要的是就像AutoForecast Solutions首席執行官Joseph McCabe最近表示:一旦擺脫了Covid-19。在接下來的幾十年中,我們將看到的真正顛覆性,就是電動化和區域化發展追求的自主權發展,而稀土可能是下一個戰略發展的重點。台灣絕對要做好準備,趕緊利用現在極大化自己的產業戰略優勢,做好下一個護國神山群的準備,不要過度得意昏了頭。 二、美國股市近期爆發的「GameStop」之亂,散戶狂買遊戲零售連鎖店GameStop(GME)股票,連全球首富Tesla執行長馬斯克都放話參一腳,讓這支股票拼命狂飆。究竟這場「史詩級軋空戰」怎麼回事?這真的是散戶對抗金融機構的聖戰?還是這波金融市場危機隱隱出現的信號? 國際媒體相關報導 ●New York Times:〈Everything’s a Joke Until It’s Not〉(每件事都是笑話,直到產生了變化) 社群越來越強勢,為什麼他們可以帶給這個世界意外。 ●華爾街日報:〈The Real Force Driving the GameStop Revolution〉(推動Gamestop革命的真正力量) 過去一週,散戶投資人團結一起讓市場出現了前所未有的走勢,但這是過去數十年累積醞釀的一個爆發 ●經濟學人:財經板塊第四篇〈Retail punters 1, short-sellers 0〉(散戶投資人和做空機構 對賭) 分析解讀 這個世界,什麼事情都有正反兩面,但物極必反永遠不會缺席。 疫情發生以來,這個世界最不可思議的,就是實體經濟和金融市場的脫鈎。各國狂印的鈔票好像永遠不用成本,更可怕的是,這波的新股民大部分都是三十歲以下的數位化千禧世代。欲罷不能的股市狂歡加上免費下單的各類數位化app,讓2020年的金融市場成了教訓華爾街精英的試煉場。 是的,川普已經下臺,但它留給這個世界的民粹卻陰
