Frontiers of Commoning, with David Bollier
Camila Vergara's Vision of Plebeian Constitutionalism
Chilean political philosopher Camila Vergara boldly argues in her book 'Systemic Corruption' that decay and corruption are inevitable even in liberal, representative systems because oligarchs end up capturing state governance and law. Ordinary people rarely have their own plebeian institutions to express their interests and curb the abuses of the elite. Drawing on ancient Greek and Roman history and four modern political philosophers, Professor Vergara makes an audacious case for constitutionally ordained plebeian institutions such as citizen assemblies through which citizens could propose and veto legislation and political appointees, among other powers. 14. Why Chile's New Democratic Constitution Failed w/ Camila Vergara
Over the last few years, Chile has seen an unprecedented level of public protest and mobilization against neoliberalism, eventually winning a commitment to replace the country’s military-dictatorship era Constitution. Thousands of local democratic councils emerged across the country, articulating new radical social, economic and political rights to be enshrined in a new Constitution. Despite the transformative potential of the new draft Constitution, it failed to pass a national plebiscite. To understand why, we talk to historian and journalist Dr Camila Vergara, who worked with Chileans in drafting the new Constitution. In a wide-ranging conversation, we also ex...

Excerpt - PTO Extra! Chileans reject the new constitution w/ Camila Vergara
Earlier this month, the people of Chile voted to reject the new draft constitution that promised to be the most progressive constitution of any country on the planet, and which was the fruit of the popular uprisings in the country that in December also swept the left wing approved dignity coalition into government. Earlier this year I spoke with Camila Vergara, who argued that for all the potential benefits of the new constitution, it also risked canalising popular ferment in the country in ways that were more acceptable to the chiles economic and political elite, and she also expressed serious...

By focusing on the relation between inequality, corruption, and domination, her work is an economically engaged political philosophy that examines issues of political legitimacy and popular authority within different conceptions of liberty and the organizations of power they promote.
