The time-chain proves that voting was done in accordance with laid down rules, obviously, registering a ballot. Each voting per time in the ward chat includes the previous ballot, forming a voting time-chain that cannot be broken, destroyed, or manipulated, with additional ballot reinforcing the ones before it.
