He extensively quotes from a French political philosopher by the name of Montesquieu, seeing as to how he, like we do today, had to deal with people taking things out of context in order to support their arguments; in this case, the "anti-federalists" relied on only portions of Montesquieu's work to support their position. Not that there is anything wrong with that, but after being able to draw some strong emotions from Federalist 6 (sarcasm, frustration, etc.), Federalist 7 seemed kind of "dry;" however, it was still very instructive, and there were a couple "times change, people don't" moments in it.
In 7, Hamilton concludes his argument on dissensions between the States, citing possible sources of tensions between the States which would escalate to wars should the Union were to collapse.
