Στη σκιά του φιάσκου της κυβέρνησης με το αιολικό πάρκο στα καμένα του Έβρου, του οποίου η αδειοδότηση αναβλήθηκε άρον άρον, σήμερα εκδικάστηκε άλλη μία υπόθεση – σκάνδαλο τοποθέτησης ανεμογεννητριών σε καμένες εκτάσεις της Εύβοιας. Ο Τρύφωνας Κόλλιας, πληρεξούσιος δικηγόρος του Ζηρού και κατοίκων, μίλησε στο ΤΡΡ και την εκπομπή Κοινωνία Ώρα Press λίγες ώρες μετά την εκδίκαση της υπόθεσης στο ΣτΕ.
Το χρονικό
«Σήμερα 8/11, δικάστηκαν δύο συγκροτήματα αιολικών πάρκων. Ουσιαστικά είναι μια ενιαία επένδυση ήδη από το 2021. Πρόκειται για 32 ανεμογεννήτριες στην Νότια Εύβοια και 51 ανεμογεννήτριες στην κεντρική Εύβοια.
Η διαδικασία αδειοδότησης έχει ξεκινήσει από το 2010. Είχαν κατατεθεί αιτήσεις για την άδεια παραγωγής, από δύο εταιρείες που είχαν δημιουργηθεί γι’ αυτό το σκοπό και λίμναζαν στη Ρυθμιστική Αρχή Διαφάνειας. Ενώ αυτό εκκρεμούσε 10 χρόνια, το 2020 εμφανίζεται ο ΕΛΛΑΚΤΩΡ -που ακόμη δεν είχε μπει στον όμιλο αυτόν ο Βαρδινογιάννης- και αναλαμβάνει τις εταιρείες αυτές και εκδίδονται οι πρώτες άδειες παράγωγης. Μετά ο ΕΛΛΑΚΤΩΡ πέρασε στον όμιλο Βαρδινογιάννη και δρομολογήθηκε αυτά τα έργα αυτά να υλοποιηθούν από τον όμιλο Βαρδινογιάννη και την EDPR.
Το 2022 εγκρίθηκαν και οι μελέτες περιβαλλοντικών επιπτώσεων από το υπ. περιβάλλοντος με μία fast track διαδικασία.
Ενώ το συγκρότημα στη Νότια Εύβοια βρίσκεται σε απόσταση μόλις 400 μ. από περιοχή Natura, δεν έγινε η αναγκαία εξειδικευμένη μελέτη ώστε να την αξιολογήσει ΟΦΥΠΕΚΑ. Αυτή τη μελέτη την κάνει η εταιρεία και τη στέλνει στον ΟΦΥΠΕΚΑ για να την αξιολογήσει και να γνωμοδοτήσει. Ο ΟΦΥΠΕΚΑ δε γνωμοδότησε ποτέ γι’ αυτό το έργο, γιατί δεν έφτασε ποτέ εκεί κάποια μελέτη. Από την άλλη, στο συγκρότημα στην Κεντρική Εύβοια, αναγκάστηκαν να κάνουν οικολογική αξιολόγηση κι έκαναν κάποιες παρατηρήσεις πεδίου σε συγκεκριμένες μέρες, σε άκαιρα σημεία και βρήκαν ότι κάποια προστατευόμενα πτηνά -και γι αυτά είναι Natura η περιοχή- “δεν τα είδαμε εμείς που κάνουμε την ερευνά, άρα δεν εξετάζουμε τις επιπτώσεις του έργου ως προς αυτά τα πτηνά”».
«Η Βουλή ψηφίζει φωτογραφικές διατάξεις για την εξυπηρέτηση συγκεκριμένων έργων ΑΠΕ- Είναι πολλά τα λεφτά»
Όπως εξηγεί ο κ. Κόλλιας, «το Σύνταγμα απαγορεύει την εγκατάσταση οποιουδήποτε έργου σε αναδασωτέες εκτάσεις. Αλλά, ιδίως για τις ανεμογεννήτριας υπάρχει μια εξαίρεση ότι μπορούν να μπουν και σε αναδασωτέες εκτάσεις με μια προϋπόθεση: να αιτιολογείται από την Αρχή που δίνει την άδεια γιατί δε βρεθήκαν άλλες εκτάσεις που δεν είναι δάση ή αναδασωτέες να τοποθετηθούν εκεί. Κι αυτή η απόφαση να αιτιολογείται για σκοπό δημοσίου συμφέροντος. Ο σκοπός δημόσιου συμφέροντος είναι να πιάσουμε τον στόχο συμμετοχής των ΑΠΕ στο ενεργειακό μας μείγμα. Σήμερα η χωρά είναι η 7η παγκοσμίως σε εγκατάσταση ΑΠΕ, ενώ έχει πιάσει όλους τους στόχους και συγκεκριμένα στο ενεργειακό μας μείγμα στο 35%. Ο στόχος ήταν το 20% μέχρι το 2020 και τώρα έχουμε φτάσει στο 35%».
Στο σημείο αυτό να σημειωθεί πως το πλάνο περιλαμβάνει και άλλα έργα πέραν των ανεμογεννητριών. Ο κ. Κόλλιας αναφέρει ενδεικτικά: «πάνε να κάνουν δρόμο και ανεμογεννήτριες σε προστατευτικό δάσος. Tο δασαρχείο Χαλκίδας έχει δώσει εκατoμμύρια για δέντρα για να κρατιέται το έδαφος και σ’ αυτό το δάσος θέλουν να γκρεμίσουν τα δέντρα, να κάνουν χιλιάδες κυβικά μπάζα, να βάλουν τις ανεμογεννήτριες. Το σημαντικό του έργου πέρα από τις ανεμογεννήτριες είναι ότι σκοπεύουν τη διάνοιξη 41 χλμ δρόμων μέσα στα δάση, δρόμοι πλάτους 10 μέτρων και για την Κεντρική Εύβοια σκοπεύουν διάνοιξη 108 χλμ. Εκεί που θέλουν να μπουν οι ανεμογεννήτριες βρήκαμε 61 ρέματα, 133 πηγές, που αρδεύονται όλοι οι οικισμοί». Να σημειωθεί πως «αυτός που έχει συντάξει τις μελέτες για τα δύο αυτά έργα (μελέτες περιβαλλοντικών επιπτώσεων), είναι δασολόγος -έχει το δικαίωμα να συντάσσει μελέτες- αλλά είναι και ο ίδιος επενδυτής στον τομέα των ΑΠΕ, έχει εταιρεία με αιολικά και φωτοβολταϊκά».
