Taiwan's Defense Budget Increase to 5%? Government Denies External Pressure
Recently, U.S. Under Secretary of Defense nominee Elbridge Colby stated in a congressional hearing that Taiwan should increase its defense spending to 10% of GDP to enhance its self-defense capabilities. He emphasized that the growing military disparity between Taiwan and China necessitates greater investments in defense.
Former legislator Guo Zhengliang revealed in a webcast that the U.S. military has formally requested Taiwan to raise its defense budget to 5% of GDP by 2026 and extend the mandatory military service from one year to two years. However, Taiwan’s Ministry of National Defense has yet to confirm these claims. Premier Cho Jung-tai and Defense Minister Ku Li-hsiung reiterated that Taiwan's defense policies are based on its own strategic needs and financial capabilities, denying any external pressure.
The Taiwanese government has set a goal of reaching a 3% GDP defense budget for 2025. Further increases to 5% or even 10% could significantly impact the country’s finances, sparking widespread debate.

經濟數據部分，
歐元區4月份零售銷售年增率從先期-3.8%上升到-2.6%、優於市場預期(-3%)。另外，隨著疫情過後全球經濟恢復常態，同時美國、中國和其他主要經濟體的強韌程度比預期更高，因此世界銀行在最新的《全球經濟展望》上調今年全球GDP預估增速，從1月份的1.7%提升到2.1%。其中，對美國的預估GDP成長率從1月份的0.5%上修到1.1%、中國則是從4.3%上修到5.6%。不過，世界銀行下修了全球2024年的GDP預估成長率(從2.7%至2.4%)，原因是全球央行收緊貨幣政策和信貸條件，使得企業和住宅投資受到影響，預期會在2023年下半年逐漸發酵、拖累2024年GDP表現。

美股部分，
隨著投資人把關注焦點逐步移往下周的美國聯準會FOMC會議，使得股價指數呈現盤整情況。盤面上領漲個股包含超微/AMD(+5.34%)、萬事達卡/MA(+2.55%)以及美國銀行/BAC(+2.42%)；領跌個股則是默克藥廠/MRK(-2.74%)、聯合健康集團/UNH(-2.13%)和博通/AVGO(-1.53%)。

消息面上，雖然部分企業傳出利空資訊，包含 [1] 波音/BA(-0.71%)由於787型飛機有缺陷而延遲交付，股價盤中一度重挫3.9%， [2] 加密貨幣交易所Coinbase/COIN(-12.09%)被美國證交會(SEC)指控違反證交法，以及 [3] 券商調降蘋果/AAPL(-0.21%)投資建議至中性，加重蘋果股價在相對高檔的賣壓、昨天續跌0.21%。不過從恐慌指數VIX表現來看，整體市場情緒似乎仍維持在正向狀態，使得VIX指數持續下降、來到13.96%，創2020年2月以來新低。

在類股表現上，標普11大類股(ETF)昨天漲幅普遍優於大盤(標普500指數+0.24%)。其中，表現最強的三個族群分別是金融(+1.26%)、非必需消費(+1.04%)和能源(+0.81%)；表現最差的三個類股全部屬於防禦型──健康照護(-0.83%)、必需消費(-0.50%)和公用事業(-0.08%)，呼應前面提到VIX指數持續下滑、市場目前在避險和防禦上的需求相當冷淡。

債券市場部分，
美國財政部因應資金需求而大量發行短天期國庫券(Treasury Bills)，累計過去兩天發債規模達3290億美元。有華爾街投行預估到今年第三季底，美國發債規模可能超過1兆美元，將因此大量吸收市場流動性。而面對潛在的流動性減少，FED也在近期透過官員釋出考慮暫停6月份升息的聲音。根據FedWatch工具顯示，目前市場預估6月份維持利率不變的機率從前一天75.9%上升到81.1%；7月份升息一碼的機率則維持在5成。搭配世界銀行調降2024年全球GDP表現，使得昨天美國長天期公債利率小幅下滑，有利於債券價格表現。

昨天舉行利率會議的澳洲央行宣布升息一碼，將基準利率上調到4.10%、創2012年以來新高。而升息的原因，澳洲央行行長表示即便商品價格有所放緩，但是在服務領域的通膨水準依然過高，而高物價對於經濟的傷害將會比升息更大。市場原先預期澳洲央行本次可能會維持利率水準不變，因此在消息公布後，澳幣一度大漲1.03%，終場收高0.85%、來到0.67附近。今晚加拿大央行將舉行利率會議，目前市場預期將維持隔夜貸款利率在4.5%不變。

- 臺-한 1인당 GDP로 본 시민 경제 환경-
약 반세기 전 타이완과 한국 통화(화폐) 환율은 대략 1대 10이었다. 1980년대부터 양국 간의 경제가 비상하면서 국내총생산이 크게 늘고 수출무역에서도 눈부신 발전을 기록해왔다. 우리는 어쩌면 모든 면에서 아주 비슷하게 발전해왔지만 환율 방면에서는 현저한 변화가 보인다. 타이완달러 대 한국 원화는 1대 10에서 1대 20, 1대 30, 그리고 지금은 1대 40을 조금 넘는 수준이다.
IMF 기준 최신 1인당 GDP(단위: 미 달러) 순위에서 싱가포르가 세계 5위 91,100달러로 아시아에서 가장 높았고, 홍콩(52,429달러)과 마카오(50,571달러)는 각각 5만 달러를 상회하였으며, 30년이란 긴 세월 동안 경기 침체에서 빠지 나오지 못한다는 일본(35,385달러)은 3만5천 달러 선에 머물러 있다. 같은 기간 타이완은 33,907달러, 한국은 33,393달러다. 사실 타이완과 한국의 인당 GDP에는 아주 근소한 차이밖에 나지 않는다. 그래서 순위가 역전되면서 한국에서는 상당한 관심을 보인 것 같다.

5월달 신문 사설 제목이 1인당 GDP가 대만에 역전되었다는 내용이었다.
작년 대만의 1인당 국내총생산(GDP)이 18년 만에 한국을 넘어섰다. 한국과 대만은 반도체를 대표 수출품으로 하는 제조업 경쟁국이다. 지난 10년간 대만이 연평균 3.2%의 높은 경제성장률을 유지하는 동안 한국은 2.6%의 낮은 성장세를 지속했다. 그 결과 대만의 지난해 1인당 GDP가 3만2811달러(약 4400만 원)로 3만2237달러였던 한국을 추월한 것이다. 대만 통계처는 “대만이 한국을 앞선 것은 2004년 이후 18년 만에 처음”이라고 강조했다.
대만은 1970∼90년대에 한국, 홍콩, 싱가포르와 함께 ‘아시아의 네 마리 용’으로 불렸다. 1990년대까지 한국을 앞섰지만 2000년대 초 정보기술(IT) 버블 붕괴 이후 성장이 둔화됐다. 1인당 GDP는 한국에 뒤처지고 ‘추락하는 용’이란 평가까지 나왔다.
TSMC의 글로벌 파운드리 시장점유율은 60%에 육박하고, 시가총액은 2019년 말에 이미 삼성전자를 넘어섰다. 반도체 침체로 지난해 한국이 478억 달러 무역적자를 낼 때 대만은 파운드리 호조로 514억 달러 흑자를 냈다. 아시아개발은행(ADB)의 올해 성장률 전망치도 대만은 2.0%로 1.5%인 한국보다 높다.
한국은 반도체 경기침체의 영향으로 7개월 연속 수출 역성장, 14개월 연속 무역수지 적자를 겪고 있다.
경제 성장엔진인 한국의 제조업은 뿌리부터 흔들리고 있다.
대만에서 느끼는 대만의 강점!
1) 대만에는 프렌차이즈가 별로 없다. 한국에서는 자영업자들이 550만명. 인구 10분의 1이 자영업자. 이들이 회사 다니다 일찍 은퇴하면 뭐하냐? 치킨집, 편의점, 커피숍. 모두 프렌차이즈. 프렌차이즈란 것이 성공한 사업을 그대로 가져다 쓴다는 장점이 있지만, 매출의 30퍼센트는 본사에 가져다주는 것이다. 아무리 성공해도, 이것저것 다 떼어주고 나면 크게 성공하기 어렵다. 그리고 프렌차이즈도 랭킹이 있어서, 인기순위에 따라 창업자들이 몰린다. 그런데 3-4년이 지나면 유행이 빠르게 변한다. 한때 대만 카스텔라가 엄청난 인기였는데, 싹 사라졌다. 2,3년 안에 폐업을 하면 인테리어비용 등 창업비용을 제대로 건지기 쉽지 않다. 대만도 프렌차이즈가 많지만, 그래도 동네마다 고유의 빵집이 있다. 세탁소가 있고. 시장이 있고.
2) 젊은이들이 대기업에 가려고 기를 쓰지 않는다. 왜? TSMC빼고는 그리 유명한 대기업이 많지 않다. 주변에 갈 수 있는 중소기업들이 많다. 나처럼 5인 규모의 작은 광고회사를 하는 입장에서, 유명 대학 출신들의 훌륭한 인재를 뽑기가 한국에서는 쉽지 않다. 제일기획, 이노션, HSAD… 이런 곳부터 인재가 채워지고 나서 남은 사람들이 중소기업에 가는 것이 현실. 하지만 대만은 그렇지 않다. 회사의 규모에 자기를 동일시화하지 않는다.
3) 중소기업하기 쉽다는 것. 사무실 얻을 때만해도 보증금이 필요없다. 2달치 월세만 있으면 바로 시작할 수 있다.
대만은 일직선의 성공이 중요하지 않은 것 같다. 좋은 대학나와서, 좋은 회사 나오고, 결혼 잘하고, 부자되는 것… 한국에서는 그런 일직선의 성공이 굉장히 중요하지만, 대만에서 느끼는 성공이란 물질로 표현하기에는 부족한 것들이 많은 것 같다.2023-05-2300 min

美國眾議院以 221 票對 209 票，參議院以 50 票對 49 票通過，將美國國債的法定上限從目前的 28.9 萬億美元增加到 31.4 萬億美元提高了 2.5萬億美元。接著參議院通過之後，將由拜登簽署正式生效。美國政府可以藉由發行新的政府債券來管理這些資金，直到 2022 年秋季的中期選舉之後。
不過雖然債務上限問題暫時解決，但拜登政府面前還有一堆問題。由於民主黨內部擺不平，1.75 萬億美元的歲收歲入法案被擱置，其中包括育兒支持和氣候變化措施。
根據日本經濟研究中心15日綜合預測，2033年中國 GDP 將會超過美國。 這個預測比去年發表的 2028 年相比，向後推遲了 5 年。最主要是中國政府收緊對私營企業的監管預測將會減緩生產率成長，從長遠來看，人口下降導致的勞動力短缺也將阻礙中國的經濟成長。

2. 微博被罰款+美國禁止投資包括大疆在內八家中國無人機公司
中國國家互聯網信息辦公室表示，微博上多次出現法律法規禁止的信息，處以 300 萬人民幣罰款並且要求對負責人進行嚴懲。
習近平緊鎖中國的 IT 產業。目前還不清楚微博到底因為哪個案例被罰。外界猜測很可能是 11月女網選手彭帥在微博上發文，表示與中國副總理張高麗有不正常的男女關係這件事情有關。
不過中國政府宣布從1-11月總共對微博進行了44次處罰，罰款總額為1430萬人民幣。國家互聯網信息辦公室強調，「要加強對用戶發送信息的管控，不得為傳播違法違規信息提供環境」
除了微博之外，中國 IT 公司在美國也一樣吃鱉，美國拜登政府計劃將包括全球最大無人機公司大疆在內的8家中國公司列入禁止美國人證券投資的名單。英國《金融時報》15日報導了這些公司。涉嫌參與監視中國少數民族維吾爾人，協助增加中國當局侵犯人權的壓力。

3. 阿聯酋凍結美國軍購案。
阿拉伯聯合酋長國（UAE）準備凍結從美國購買大量軍事裝備的計劃，包括最先進的隱形戰鬥機 F35 和無人機 死神 。美國官員透露。美國和阿聯酋長期以來一直是合作夥伴，但目前美中關係使得波斯灣國家的角色矛盾加深，如果真的放棄，雙邊關係將會出現重大裂痕。
阿聯酋已通知美國其有意凍結銷售協議。它聲稱保護美國製造的先進武器免受中國間諜活動的要求過於嚴格，損害了國家主權。
這份價值230億美元備受爭議的出售計劃是由川普在執政末期簽署的。目前尚不清楚這項交易是否已被撤銷。阿聯酋軍方正計劃 15 日與美國國防部官員進行為期兩天的會談，這筆訂單也有可能成為談判的籌碼。

4.布林肯：緬甸情況越來越糟 研議加強施壓軍政府
正在東南亞訪問的美國國務卿布林肯15日在馬來西亞會見了馬來西亞外長賽夫迪。 布林肯表示不論單獨或與盟友合作，都會考慮對於緬甸軍方施壓。
布林肯在記者會上指出，對於南海議題，雙方都同意必須在國際法下，和平解決紛爭，所有主張都必須基於國際法規定，所有聲索國都應該享有在專屬經濟海域內開發自然資源的自由，不受脅迫。
媒體問及美國是否有意明年與東協國家舉行峰會，布林肯回覆表示，美國很期待明年與東協國家舉行特別峰會，「我們將東南亞視為印太區域架構重要的一部分」。
他說，美國提倡自由、開放的印太區域，代表每個國家有機會選擇自己的夥伴、自己的道路，對區域整體來說，這代表的是相互尊重、基於合作並非脅迫。印太區域擁有廣大的海洋，也必須確保貨物、人員在此區域內能自由流通。
他表示，開放、連結、繁榮、強韌及安全的區域是共同願景，東協是提倡這些共同願景的重要組織。

5.日本國防軍費從每年 3 兆日圓，調高為 6 兆日圓，中期五年防衛預算首次突破 30 兆日圓
日本政府將在 2022 年底修訂的中期國防能力發展計劃（中期國防）中首次將國防開支總額調整到 30 兆日元的水平。目標是每年 6 兆日元，比目前的計劃增加 3 兆日元。最主要是考慮到中國的軍備，這將為日美新時代加強合作奠定基礎。
2021 年 4 月，時任首相的菅義偉和美國總統拜登在聯合聲明中表示「日本決定加強防衛能力」作為新時代日美合作的一種方式。
中期防禦中顯示的增加政策是一項具體措施。美國已將國防利益轉移回到中國、朝鮮所在的東亞和印太地區，同時希望身為盟友的日本也能發揮應有的作用。
增加的國防開支將主要用於採購新裝備、向中國和台灣附近的南西群島部署軍隊以及加強導彈防禦。過去日本政府將國防開支的初始預算設定在國內生產總值 (GDP) 的 1% 以內，成為一個潛規則。新冠病毒蔓延前的2019年GDP約為557兆日元。如果年度國防開支因中期防務修正而增加至6兆日元，極有可能超過這一上限。
中國對台灣採取軍事行動一直令人憂心，在緊急情況下，日本可能會被美國要求進行軍事合作。美中衝突越激烈，美國盟友日本的安全壓力就會越大。
比如，中國和朝鮮都爭先恐後地研發高超音速導彈。速度高，彈道不規則，用日本現有的導彈防禦系統很難攔截。有必要繼續研究和開發最新設備，以實現實質性威懾。
美國國防預算為每年80 兆日元，中國將增長到20兆日元左右。中國在過去10年增長了八成。另一方面，日本的金融形勢依然嚴峻。與其從整體上增加國防開支，不如“選擇和集中”將預算分配到隨著安全環境的變化而增強威懾效果的領域。如果它沒有應用在必要的領域，一定會受到批評。
