Infolge der sich wandelnden geopolitischen Weltlage werden Entwicklungsbudgets zunehmend in Richtung Verteidigung verschoben, und unter dem Stichwort „Versicherheitlichung“ rücken sicherheitspolitische Interessen stärker in den Vordergrund – auf Kosten klassischer EZA-Ziele wie der globalen Armutsbekämpfung. Gleichzeitig kürzen viele Geberländer aufgrund wirtschaftlicher Herausforderungen ihre Entwicklungsausgaben.
