Don't forget to stop by JapanesePod101.com for more great Japanese Language Learning Resources! -------Lesson Dialog------- ----Formal ---- 第二次世界大戦後の経済発展を支えた制度の一つが、「終身雇用制度」であるといわれる。 「終身雇用制度」とは、新卒採用した社員を、定年まで雇用するというものだ。 雇用者は、「よほどのこと」がない限り労働者を解雇することができない。 労働者にとっては、一度雇用されてしまえば定年までの安定が得られる制度であるから、現在でもこの制度を採用している企業の人気は高い。企業にとっても、企業資産となる有能な人材を育成することができると考えられ、日本では長くこれが雇用慣行として定着してきた。 今でこそ、「転職」は当たり前のことと考えられるようになってきたが、この雇用慣行のために、日本では入社した企業に定年まで勤め続けることが美徳であり、途中で辞める「転職」という選択を否定的にとらえる風潮すらあった。 会社に勤めていられないような、何か「よほどのこと」をした人物、と見られたのである。 しかしバブル崩壊後、円高とデフレによる経営不振が続くなか、企業内で余剰となった労働力にかかる人件費が経営を圧迫し、さらに、OA器機の技術革新などによって、必ずしも長く勤務している者の作業能力が高いとはいえなくなってきた。 つまり、企業にとって「終身雇用制度」は、デメリットのほうが大きくなってしまったのである。 そんななか、「労働者派遣法」の改正が行われ、派遣業種が拡大されていくこととなる。 それに伴い企業は、より多くの業務に、雇用調整をしやすい「非正規社員(派遣社員)」を使うようになった。 特に2004年の同法改正を機に、労働者の1/3が「非正規」になったといわれる。 経済の低迷が続くなか、労働者の多くはより確実な安定を求めて「終身雇用制度」を望む傾向にある。 しかし、高度経済成長期のように「成長」が期待できない今日、これを廃止するという企業が増えており、「終身雇用制度」は崩壊したともいわれる。 ----Formal Vowelled---- だいにじせかいたいせんのちのけいざいはってんをささえたせいどのひとつが、「しゅうしんこようせいど」であるといわれる。 「しゅうしんこようせいど」とは、しんそつさいようしたしゃいんを、ていねんまでこようするというものだ。 こようしゃは、「よほどのこと」がないかぎりろうどうしゃをかいこすることができない。 ろうどうしゃにとっては、いちどこようされてしまえばていねんまでのあんていがえられるせいどであるから、げんざいでもこのせいどをさいようしているきぎょうのにんきはたかい。きぎょうにとっても、きぎょうしさんとなるゆうのうなじんざいをいくせいすることができるとかんがえられ、にほんではながくこれがこようかんこうとしてていちゃくしてきた。 いまでこそ、「てんしょく」はあたりまえのこととかんがえられるようになってきたが、このこようかんこうのために、にほんではにゅうしゃしたきぎょうにていねんまでつとめつづけることがびとくであり、とちゅうでやめる「てんしょく」というせんたくをひていてきにとらえるふうちょうすらあった。 かいしゃにつとめていられないような、なにか「よほどのこと」をしたじんぶつ、とみられたのである。 しかしバブルほうかいのち、えんだかとデフレによるけいえいふしんがつづくなか、きぎょうないでよじょうとなったろうどうりょくにかかるじんけんひがけいえいをあっぱくし、さらに、OAききのぎじゅつかくしんなどによって、かならずしもながくきんむしているもののさぎょうのうりょくがたかいとはいえなくなってきた。 つまり、きぎょうにとって「しゅうしんこようせいど」は、デメリットのほうがおおきくなってしまったのである。 そんななか、「ろうどうしゃはけんほう」のかいせいがおこなわれ、はけんぎょうしゅがかくだいされていくこととなる。 それにともないきぎょうは、よりおおくのぎょうむに、こようちょうせいをしやすい「ひせいきしゃいん(はけんしゃいん)」をつかうようになった。 とくに2004ねんのどうほうかいせいをきに、ろうどうしゃの1/3が「ひせいき」になったといわれる。 けいざいのていめいがつづくなか、ろうどうしゃのおおくはよりかくじつなあんていをもとめて「しゅうしんこようせいど」をのぞむけいこうにある。 しかし、こうどけいざいせいちょうきのように「せいちょう」がきたいできないきょう、これをはいしするというきぎょうがふえており、「しゅうしんこようせいど」はほうかいしたともいわれる。 ----Formal English---- One of the institutions that has supported economic development since the Second World War is the "lifelong employment system." The "lifelong employment system" is one in which new graduates are hired and employed until they reach retirement. Employers cannot dismiss a worker without compelling reason. As for workers, this is a system where once they have found work they will have a stable income until they reach retirement, so even today, companies that operate this system are incredibly popular. For companies as well, it is thought that the nurturing of talented human resources will lead to such staff becoming company assets, and for this reason this employment practice has been established in Japan for a long time. These days, career changes have come to be considered a natural part of life, but under employment practices, it was considered a virtue in Japan to have worked for the same company until retirement, and therefore people even tended to have negative connotations with choosing to quit and change jobs. Such people were seen a person who was unable to continue being employed at a company because they probably did something "extreme". However, since the collapse of the bubble economy, while the strong yen and deflation have continued to cause business instability, management is being pressurized into cutting human resources costs for staff that are now surplus to requirements, and furthermore, because of technical innovations such as OA equipment, it cannot be said that the longer someone has served at a company, the more proficient they will be.
