From 1988-1994 he served as the Director of the Berlin Document Center, an archive consisting of captured personnel-related files pertaining to the Nazi Party and its related organizations. He was instrumental in the investigations into Klaus Barbie and Josef Mengele, and aided in the authoring of the key reports that followed.
