1. อำนาจคืออะไร และเหตุใดจึงมีความสำคัญต่อชีวิตมนุษย์และสังคม? อำนาจเป็นพลังงานหรือแรงที่อยู่รอบตัวเราตลอดเวลา มีอยู่ทุกหนทุกแห่งในชีวิตส่วนตัวและในสังคมทั้งหมด และมีความสำคัญในทุกๆ ด้าน มันเป็นความจริงหลักและคุณลักษณะของการมีอยู่ของมนุษย์ การทำความเข้าใจอำนาจมีความสำคัญอย่างยิ่งเพราะมันกำหนดการจัดระเบียบทางสังคม คุณภาพชีวิต และที่สำคัญที่สุดคือ ไม่ว่าบุคคลจะเป็นอิสระหรือถูกกดขี่ หรืออยู่ระหว่างนั้น นอกจากนี้ยังกำหนดชะตากรรมส่วนบุคคล ชะตากรรมของชุมชน และชะตากรรมของประเทศ อำนาจสามารถแสดงออกได้หลายรูปแบบ เช่น อำนาจโดยนัย อำนาจที่จำเป็น อำนาจที่สันนิษฐาน อำนาจที่ได้รับมอบหมาย อำนาจที่กำหนด อำนาจที่จำกัด อำนาจที่แบ่งแยก อำนาจที่ไม่ชัดเจน และอำนาจที่ยึดมา ซึ่งทั้งหมดนี้ส่งผลกระทบอย่างมากต่อเสรีภาพและเป็นตัวกำหนดว่ามีเสรีภาพมากเกินไป หรือน้อยเกินไป ขึ้นอยู่กับการใช้อำนาจ ผู้ใช้อำนาจ และการผูกพันด้วยสิทธิมนุษยชน
