ห้องสมุดพังโกล (Punggol Regional Library) เป็นห้องสมุดแห่งความเท่าเทียมแห่งแรกของ NLB ทีมงานเก็บข้อมูลหลายครั้งเพื่อให้เข้าใจปัญหาและความต้องการของผู้พิการ หลังจากนั้นจึงจัดการประชุมเพื่อรับฟังความคิดเห็น ทดลองสร้างต้นแบบในห้องสมุดอื่นๆ ก่อนนำผลลัพธ์ไปใช้จริงกับห้องสมุดพังโกล

การจัดการประสบการณ์ผู้ใช้ซึ่งมีความต้องการพิเศษของห้องสมุดพังโกลครอบคลุมตั้งแต่การเดินทางมายังห้องสมุด เส้นทางการใช้บริการในห้องสมุด การสื่อสารระหว่างเจ้าหน้าที่ห้องสมุดและผู้ใช้งาน และการมีส่วนร่วมกับกิจกรรมต่างๆ

ตัวอย่างโครงการซึ่งห้องสมุดสิงคโปร์ทำงานร่วมกับอาสาสมัคร ได้แก่ KidsREAD โครงการส่งเสริมการอ่านสำหรับเด็กอายุ 4-8 ปี ที่ด้อยโอกาสทั่วประเทศ ทีมอาสาสมัครมากกว่า 1,000 คน ช่วยทำกิจกรรมกับเด็กๆ สัปดาห์ละ 1 ชั่วโมงเป็นระยะเวลา 6 เดือน เพียงปีเดียว โครงการนี้สามารถเข้าถึงกลุ่มเป้ามากกว่า 3,200 คน
