Hugo Preuß, 1860 in eine jüdischen Kaufmannsfamilie geboren, wurde nach seinem Jura-Studium und seiner Habilitation als Staatsrechtler Hochschullehrer, begann aber auch eine politische Karriere als Berliner Stadtrat. 1918 war er Mitbegründer der Deutschen Demokratischen Partei und wurde zugleich nach der Novemberrevolution mit einem Entwurf einer Reichsverfassung beauftragt – und tatsächlich stammen weite Teile der Weimarer Verfassung aus seiner Feder.
Daher verwundert es nicht, dass er sich in einer Krisenzeit, die die Weimarer Republik zu zerreißen drohte, im Berliner Tageblatt vom 31. Oktober 1923 zu Wort meldete.
