Episode 7: Why Tajikistan’s opposition turned to the International Criminal Court?
This week, we’ll be looking at the recent complaint filed against Tajikistan with the International Criminal Court by several groups, including the Islamic Renaissance Party — Tajikistan’s main opposition group operating in exile. The complainants allege that, over the years, Tajikistan has committed crimes against humanity, including torture, rape, extrajudicial executions, enforced disappearances, arbitrary detentions, and forced exile.Joining us is Steve Swerdlow, a human rights lawyer and professor of practice at the University of California, who has spent years researching Central Asia. I asked him how Tajikistan has changed over time, what the most s...

Tajikistan's Descent Into Despotism
Tajikistan has been acknowledged by Freedom House as one of the worst human rights violators for years, but 2025 has seen Tajik authorities take repression to new levels. Eight former government officials and political opposition figures were convicted at a closed-door trial of plotting a coup and given lengthy prison sentences. In addition, a journalist was convicted of treason for reporting on Tajik citizens’ opinions on Chinese influence in their country, and the OSCE said it would not observe Tajikistan’s March 2 parliamentary elections because Tajik authorities failed to give assurances of accreditation. Joining host Bruce Pannier to discuss events in Taji...

Are Tajik Government Policies Helping Create Terrorists?
Can an authoritarian government's policies contribute to its citizens becoming terrorists? Tajik President Emomali Rahmon’s government has received financial and security aid from many governments and for more than three decades, in an effort to keep Tajikistan from becoming a second Afghanistan or Syria. During that time, Rahmon has exploited these concerns to crush all potential opposition and allow his family to take control of nearly every profitable business in the country. In recent months, a few dozen citizens of Tajikistan have carried out -- or been accused of carrying out or abetting -- terrorist attacks in several countries. Sh...

Punishing Reporting: Bloggers Under Pressure In Mirziyoev’s Uzbekistan
Since Uzbek President Shavkat Mirziyoev came to power in late 2016, he has often exhorted journalists to draw attention to corruption and other problems in the country. Mirziyoev has promised he would “stand behind” journalists and media outlets. However, the Uzbek president has been nowhere in sight recently as bloggers in the country have been arrested and given long prison sentences -- in some cases longer sentences than people in Uzbekistan convicted for violent crimes receive. Joining host Bruce Pannier to discuss are guests Umida Niyazova, director at the Germany-based Uzbek Forum for Human Rights, and Steve Swerdlow, a rights lawyer with...

Tajik Authorities Called Out For Enforced Disappearances, Transnational Repression
The Tajik government is now, arguably, the most repressive in Central Asia. Tajik authorities punish the relatives of opposition figures, critics, activists, and journalists who flee to escape persecution. In some cases, fleeing Tajikistan does not ensure safety. A new report from Crude Accountability details how Tajik authorities secure the forcible repatriation of perceived opponents, who then vanish in prison. Joining host Bruce Pannier to discuss the Tajik government’s tactics of repression are guests Steve Swerdlow, a rights lawyer currently teaching the practice of human rights at the University of Southern California and the author of the Crude Accountability re...

96 - Democracy in Central Asia?
Central Asia stands at a pivotal crossroads, with the next few months likely to set the course for the region going forward. What lies at stake in Kazakhstan's delicate balancing act? Will political stability give way to democratic progress or plunge into uncertainty? Does Kyrgyzstan's strongman rule signal a step backwards for democracy or a formidable power to reckon with? As Uzbekistan extends its ruler's reign until nearly 2040, can we ignore the unsettling erosion of democratic principles? And in Tajikistan, where power seamlessly transfers to the ruler's children, what implications loom for democratic processes? Moreover, with Turkmenistan's freedom index...
