การเจรจาความตกลงกรอบการค้าและการลงทุน ไต้หวัน-สหรัฐฯ หรือ Trade and Investment Framework Agreement (TIFA) ครั้งที่ 11 ได้จัดให้มีขึ้นเมื่อวานนี้ ซึ่งกระทรวงการต่างประเทศไต้หวันได้แสดงความยินดีต้อนรับ และหวังว่าจะอาศัยการเจรจานี้ขยายการเชื่อมต่อด้านเศรษฐกิจและการค้าระหว่างไต้หวันกับสหรัฐฯ ให้แน่นแฟ้นยิ่งขึ้น ร่วมมือกันให้ใกล้ชิดมากยิ่งขึ้น
การเปิดการเจรจาในครั้งนี้ จัดให้มีขึ้นเป็นครั้งแรกในรอบ 5 ปี กระทรวงการต่างประเทศ ไต้หวัน สาธารณรัฐจีน ระบุว่า การรื้อฟื้นการเจรจาในครั้งนี้ เป็นผลจากการปรึกษาหารือผ่านระบบออนไลน์ระหว่างนายเติ้งเจิ้นจง หรือจอห์น เติ้ง รัฐมนตรีประจำสภาบริหารในฐานะผู้แทนการค้าไต้หวันกับนาง แคทรีน ไต้ (Katherine Tai) ผู้แทนการค้าสหรัฐฯ เมื่อวันที่ 10 มิ.ย.
กระทรวงการต่างประเทศ ไต้หวัน ระบุว่า ท่ามกลางสถานการณ์การระบาดโควิด19 ที่คุกรุ่นไปทั่วโลกขณะนี้ ทำให้ไต้หวันกับสหรัฐฯ มีโอกาสที่จะร่วมมือกันมากขึ้น ซึ่งหวังเป็นอย่างยิ่งว่าการเจรจา TIFA ในครั้งนี้ จะเป็นเชื่อมต่อทางเศรษฐกิจและการค้าระหว่างไต้หวันกับสหรัฐฯ ให้แนบแน่นมากยิ่งขึ้น รวมทั้งขยายความร่วมมือเพื่อประโยชน์ร่วมกัน โดยกระทรวงการต่างประเทศ ไต้หวันจะประสานงานกับสำนักเจรจาการค้า สภาบริหาร กระทรวงเศรษฐการและหน่วยงานที่เกี่ยวข้องอย่างใกล้ชิด เสริมสร้างความสัมพันธ์หุ้นส่วนทางเศรษฐกิจและการค้าระหว่างไต้หวันกับสหรัฐฯ ในเชิงลึกให้มากยิ่งขึ้น
๒. กระทรวงเศรษฐการไต้หวันย้ำสร้างความเป็นมิตรให้แก่การลงทุนในไต้หวันให้ดียิ่งขึ้น
เมื่อสัปดาห์ที่ผ่านมา หอการค้าอเมริกัน ไทเป (The American Chamber of Commerce in Taipei - AmCham Taipei) ได้เผยแพร่หนังสือปกขาวไต้หวันประจำปี 2021 โดยเพิ่มหมวดแผนธุรกิจไต้หวัน หรือ TCI เข้าไปอีกหนึ่งหมวด แสดงความคาดหวังให้ไต้หวันกับสหรัฐฯ จัดทำความตกลงการค้าทวิภาคีหรือ BTA รวมทั้งเร่งพัฒนาดิจิทัล ซึ่งกระทรวงเศรษฐการไต้หวัน ได้ตอบสนองความคิดเห็นดังกล่าวว่า จะเร่งเสริมการปรับปรุงสภาพแวดล้อมการลงทุนให้มีความเป็นมิตรมากขึ้น เสริมความมั่นใจในการลงทุน ขยายและปักรากฝังลึกการเชื่อมต่อกันระหว่างซัพพลายเชนของไต้หวันกับสหรัฐฯ
หนังสือปกขาวของอัมชัม ไทเป เมื่อปีที่แล้วได้เสนอแนะให้ไต้หวันแก้ปัญหารวม 92 ประเด็น ซึ่งไต้หวันได้ดำเนินการแก้ไขจนเป็นที่เรียบร้อยแล้ว 13 ประการ เป็นความคืบหน้าที่ดีที่สุดในรอบ 25 ปี โดยแก้ไขกฎหมายที่เกี่ยวข้องกับด้านการเงินการธนาคาร กฎหมายเกี่ยวกับการควบรวมกิจการ และกฏหมายว่าด้วยความลับทางธุรกิจ ส่วนด้านพลังงานก็มีความคืบหน้าไปมาก วางกรอบการใช้พลังงานไฟฟ้ารีไซเคิลให้แก่ภาคธุรกิจให้มีความยืดหยุ่นมากขึ้น
กรมส่งเสริมการลงทุน กระทรวงเศรษฐการ ไต้หวัน เปิดเผยว่า จะผลักดันการปรับปรุงบรรยากาศการลงทุนให้มีความเป็นมิตรมากยิ่งขึ้น เสริมความมั่นใจให้แก่นักลงทุน โดยในส่วนของความสัมพันธ์ทางเศรษฐกิจกับการค้าระหว่างไต้หวันกับสหรัฐฯ ซึ่งทั้งสองฝ่ายได้ร่วมกันผลักดันความสัมพันธ์ทางเศรษฐกิจและการค้าระหว่างกันอย่างต่อเนื่อง หลังสหรัฐฯได้ผู้นำคนใหม่คือ ประธานาธิบดีโจ ไบเดน นอกจากการเจรจา TIFA ที่เปิดการเจรจาขึ้นเมื่อวานนี้แล้ว ยังได้ร่วมกันวางแผนเจรจาอุตสาหกรรมประเภทต่าง ๆ ระหว่างกัน เชื่อมต่อซัพพลายเชนให้กว้างขึ้นและลึกขึ้น
นอกจากนี้ ในส่วนของงานมหกรรมการลงทุน Select USA ประจำปีนี้ ที่สหรัฐฯ ผู้ประกอบการไต้หวันก็เข้าร่วมมากที่สุด รวมทั้งจัดการสัมนากลุ่มย่อยด้านอิเล็กทรอนิกส์ โดรน และการป้องกันโรค ที่จัดให้มีขึ้นที่ไต้หวัน ซึ่งในอนาคต กระทรวงเศรษฐการ ไต้หวันจะร่วมกับกระทรวงพาณิชย์ของสหรัฐฯ สร้างแพลตฟอร์มด้านการค้าและการลง2021-06-3000 min

ทั้งนี้ นักวิชาการไต้หวัน มีความเห็นว่า หวังว่าไต้หวันจะอาศัยการเจรจา TIFA ในครั้งนี้ มาเป็นโอกาสในการผลักดันการเจรจาการค้าทวิภาคีหรือ BTA ระหว่างกัน ตอนนี้ ไต้หวันก้ได้ขจัดอุปสรรคเกี่ยวกับการนำเข้าเนื้อหมูและเนื้อวัวที่มีสารกระตุ้นเนื้อแดงจากสหรัฐฯ แล้ว เหลือก็แต่เพียงอุปสรรคด้านศุลกากรเท่านั้น แต่ก็อาจกระทบต่อการเกษตรในไต้หวัน จำเป็นต้องเตรียมการรับมือไว้ให้พร้อม ประเด็นที่สหรัฐฯให้ความสนใจจะเป็นประเด็นคลัสเตอร์การผลิต จะให้กลายเป็น วินวิน อย่างไร จึงอยู่ที่เทคนิคและประเด็นในการเจรจา

＃１ 沒有技能又想開始怎麼辦？你有三個面向可以下手，一：當個搜集者，二：當個嘗試者，三：當個評論者。
在Brand Your Life的課程裡，我仔細地說明了沒有技能的處理方式，但是簡單來說，你可以把你搜集好的內容給別人，你可以在網路上找到一些相關的資料並且自己做嘗試做紀錄，你也可以加入自己的觀點，評論其他人的內容。
最常見的就是書評類和影評類，這些內容都不是白手起家也不是憑空創作，這些都是拿其他人的內容再製，都是你沒有任何技能都可以開始的方法呀。
＃２找到最適合你自己的載體，你才能夠堅持下去，每個人的性格都不太一樣，你知道有些人真的比較喜歡看影片、看直播，有些人真的比較喜歡看文字、看圖片，但是你本來就是要將自己本身的lifestyle與你輸出內容的方式做核對。
例如說，你是愛看直播的人嗎？如果不是的話，你有辦法做到觀察其他創作者的直播來學習和分析嗎？可能有點難，那可能也沒辦法一直做下去。
＃３Tifa認為，部落格的小錢、中錢和大錢都可以用簡單的聯盟行銷來達到，小錢例如像是博客來的書，你可以寫幾個書評並放上相關的連結，中錢你也許可以和其他創作者一起聯盟辦活動，收取場地費、活動費，大錢你也許可以賣其他創作者的進階課程，藉以得到佣金和獎金。
