An ordinance banning alcohol consumption on the streets and in parks in Shibuya, Tokyo, during the fall Halloween and New Year's Eve period only, was passed and enacted by a majority vote at a meeting of the Shibuya ward assembly in Tokyo on November 19. Peter Mikha couldn't quite believe it. On the phone was Claudio Cominotto, a security guard stationed outside terminal three at Melbourne Airport on Saturday afternoon. Standing with him were a 53-year-old woman and her 15-year-old son who had just got off a Virgin flight from Sydney, and before that Toyko.
They were asking where they should go to quarantine. But hotel quarantine for international travellers was not due to resume in Victoria for another two days, and the failure of the first program was still fresh in the minds of those who lived through the second lockdown. There was also the fact COVID-19 had been eliminated in Victoria after more than a month without a case. Any international arrivals could be carrying the virus, threatening to plunge the state into another round of restrictions.
But quick thinking by the two security guards prevented a mistake by a NSW police officer, who mistakenly believed the pair had exemption from quarantining in Sydney, from turning into a potential disaster. "It was like we saved Victoria," Mr Mikha said. The mother and son have since returned two negative coronavirus tests, much to the relief of the 174 passengers and crew on the domestic Virgin flight, and became the first guests in the new hotel quarantine program.
That scheme is now in full swing after the first international flights arrived yesterday. There is a daily cap of 160 arrivals, although that number can be averaged out across a week. Some GPs working at the 11 CBD and airport hotels will continue treating their usual patients at the same time after they pushed back against state government demands to work exclusively in the hotels. Police Minister Lisa Neville, who is responsible for the program, said precautions would be taken to ensure the doctors posed a minimal transmission risk.
