このブラウザでは再生できません。再生できない場合、ダウンロードは🎵こちら〓 Apple Pod: https://apple.co/3kvL7FO〓 Spotify: https://spoti.fi/3kvTFfR10月31日から、英スコットランドのグラスゴーで開催されているCOP26(第26回国連気候変動枠組条約締約国会議)では、予想通り、Blah, blah, blahな対策がいろいろと決まって、これまた予想通り日本ではまるで意味があることのように報道されています。COP26には、各国代表団など、2万人とも4万人ともいわれる参加者が集まっているらしいのですが、人権団体のGlobal Witnessによると、COP26開始時に国連が公開した参加者リストに掲載されている約4万人のうち、503人が化石燃料産業のロビイストなんだそうです。約8分の1が化石燃料関係者というわけです。化石燃料産業にいつ引導を渡すか、いつ化石燃料産業への金の流れを止めるかを決める国際会議に化石燃料産業のロビイストがいたら、脱化石燃料の流れが加速するわけないやん。あれ?『英国で開かれている国連気候変動枠組み条約締約国会議(COP26)で、脱石炭を目指す動きが加速している。』とか報じている朝日新聞がいなかったっけか?さらに、COP26に参加している化石燃料産業の代表の人数の方が、過去20年間の気候変動による被害が最も甚大だった8カ国の代表団の合計よりも多く、参加している化石燃料企業は100社以上もいるそうです。こんなんで、気候変動対策が前進するわけないやん。ちょっと待って。『「脱化石燃料」へ、世界が一歩前進した。』とか言ってる毎日新聞がいなかったっけ?日本のメディアの認識ヤバい。化石燃料産業のロビイストの情報を発信したのはCOP26の議長国、イギリスのBBC。レベルが違うというかなんというか。日本のメディアにも化石賞をあげないと。化石賞を甲子園の常連校並みに連続受賞している日本は、化石燃料産業への補助金に2020年だけで18兆円もぶっ込んでいるのに、このままだとGDPの3.72%が気候変動のせいでぶっ飛ぶことになるんだそうです。ちなみに、2020年の日本の化石燃料への補助金は、GDP比で3.3%。GDPの3.3%を使って気候変動を進行させ、GDPの3.72%の損害を出そうとしている国、ジャパン。正気を失っています。気候変動と裏表の関係にある大気汚染に関する国立環境研究所の研究結果によると、G20諸国のうち、アメリカをはじめとする国際貿易が盛んな11カ国における物品の消費が、世界のPM2.5による早期死亡ケースの50%以上を引き起こしたそうです。どういうことかというと、商品を手にする最終消費地が、公害による早死にや健康被害を開発途上国に押しつけていることになります。利益のために、自国の消費者を加害者にして、開発途上国の人々を傷つけている企業の責任を問わなければいけません。この構図は、大気汚染を二酸化炭素に置き換えることができます。先進国で消費される食べ物や商品の原材料生産から加工、流通で排出される二酸化炭素は、排出された国でカウントされます。ユニクロなどファストファッションの洋服や、携帯電話のような電子機器の排出量も、最終消費地ではなく、生産や製造、加工をした国でカウントされるということになります。つまり、アメリカやEU諸国、日本のような国々は、製品の最終消費地で排出量を計上した場合、もっと排出量が増えると

一週財經聚焦 一、11月4日淩晨,和市場預期一致,美國聯準會(Fed)宣佈維持現行利率0%至0.25%不變,並將於11月啓動縮債計畫(Taper),將每月資產購買規模減少150億美元。Taper啓動對全球資本市場有何影響? 國際媒體相關報導 ●NY Times紐約時報:〈Fed Takes First Step Toward End of Pandemic Measures〉(美國聯準會邁出結束疫情措施的第一步) ●CNBC:〈10-year Treasury yield falls even after strong jobs report〉(即使就業報告強勁,美國10年期美國公債殖利率仍下跌) ●Reuters路透社:〈Wall St mixed as focus shifts to Fed's taper decision〉(隨著焦點轉向美國聯準會的縮減決定,華爾街漲跌互現) 分析解讀 一如市場預期,美國聯準會(Fed)宣佈11月開始縮減購債規模,並以每月減少150億美元的節奏進行;至於升息腳步,聯準會主席鮑爾強調,對於升息仍保持「耐心」,希望等待就業市場出現更多成長。 提到什麼是Taper?首先要解釋的是QE。QE是指美國聯準會通過購買債券、銀行金融資產等做法,向市場注入資金流動性。而Taper原意為「逐漸變窄」,「啓動Taper」是規劃逐漸縮減資產購買規模,逐步退出QE。 幾個月前,市場還在擔心縮減恐慌(tapertantrum),如今聯準會宣佈啟動縮減購債計畫,金融市場卻風平浪靜,美股三大指數甚至持續創高。為什麼會這樣?難道後疫情時代,Fed縮減購債對資本市場、美元走勢以及總體經濟,都沒有影響嗎? 以下六大關鍵議題一次掌握。 一、縮減購債是什麼? 2020年初,COVID-19疫情肆虐全球,重創金融市場以及實體經濟,當時美國聯準會緊急降息,隨後更宣佈無限量收購美國公債與房貸擔保證券(MBS),即俗稱的量化寬鬆(QE),此舉也讓美國資產負債表快速膨脹。 不過,這次鮑爾早在8月底的全球央行年會,便表態支持今年內開始縮減購債。疫情期間,聯準會以每個月1200億美元收購美國公債與MBS,這個額度將從11月開始縮減,以每月減少150億美元的速度進行,預計2022年中左右結束購債行動。 二、為什麼市場不再害怕縮減購債? 2013年,時任聯準會主席的Ben Bernanke釋出了縮減購債的訊號,引發市場恐慌,美債殖利率狂飆,新興市場資金外逃,股市應聲重挫,這起金融事件被稱為「縮減恐慌」(tapertantrum)。 然而,COVID-19疫情期間,全球貨幣寬鬆程度前所未見,這次聯準會宣佈啟動縮減購債,市場卻十分淡定,美股收盤更再寫歷史新高。 星展銀行DBS分析,市場正面回饋聯準會對外釋出的訊息,關鍵在於聯準會說詞完全符合市場預期,而且還淡化了明年可能加快升息腳步的疑慮。有了2013年的經驗,聯準會與市場溝通的技巧也純熟許多,早在幾個月前便開始釋放縮減購債的訊號,使得消息底定後,市場反應果然是「利空出盡」。 對於聯準會縮減購債的影響,中央銀行總裁楊金龍日前指出,相較2013年發生「縮減恐慌」,這次縮減購債的影響「我想會更小」。 楊金龍解釋,美國聯準會2013年首次進行縮減購債規模,因為是第一次、比較沒經驗,溝通技巧不夠好。但有了上次經驗,這次聯準會溝通技巧進步許多,有助於減輕對市場的影響。 三、美國聯準會啟動縮減購債,資金行情要結束了嗎? 眾所周知,市場續處低利率、資金寬鬆的環境,加上美國企業獲利持續優於市場預期,預期2022年市場環境仍有利於金融市場表現。 四、縮減購債是否將引導美元走強? 美國聯準會啟動縮減購債計畫,意味貨幣政策從「非常寬鬆」慢慢轉為「比較沒那麼寬鬆」,有助於美元走向強勢格局。 通常資金流向美國市場,不是看好美國經濟,就是為了避險。根據星展集團的預測,美元指數在今年第4季可望達94.5的水準、明年第1季續攀至96,之後就慢慢往下走。明年其他市場也可能逐步復甦,使資金回流新興市場,支撐貨幣走勢,使得美元指數拉回整理。 不過市場對於聯準會將在明年下半年的升息預期升溫,如果出現更多經濟數據支持聯準會做出提前升息的決策,也將使美元指數獲得支撐,扭轉原本明年下半年美元指數拉回的局面。 五、縮減購債後的下一步是升息嗎? 原本外界認為聯準會最快2023年底升息,但隨著各項經濟數據出爐、對通膨憂慮升溫,時間點漸漸提前至2022年底;日前高盛經濟學家團隊更指出,由於通膨居高不下,聯準會也可能提前在明年7月升息。 不過目前的狀況仍然眾說紛紜,未來發展仍是有待觀察。 六、美國聯準會啟動縮減購債,對台灣有什麼影響? 央行總裁楊金龍上週在立法院直言,美國聯準會啟動縮減購債前後,已經對市場做了充分溝通,因此負面影響會減輕。 儘管縮減購債可能影響資金流向,不過楊金龍表示,外資移動有很多考量,台灣經濟基本面良好,而且這樣的經濟情勢可望延續至明年,這會是減緩資金流出的有利條件。 台灣不論經濟情勢、股市表現,都是跟著國際情勢走,尤其是跟著美國,在美股沒有太大波動的情況下,台灣也不至於出現劇烈震盪。 目前看來,我們還不需要驚慌。市場只是押注全球央行可能需要提前升息,並不是咬死他們已經失去對通貨膨脹的控制力。儘管如此,各國央行仍然應該謹記現在正在面臨的艱巨任務:在疫情不可預測的下半場,他們必須在資產價格飛漲、債務水準高漲,和通貨膨脹高於目標的情況下,努力維持好超級寬鬆的貨幣政策正常化。 我的建議是,不可以為了討好政府及金融市場,而使央行的信譽備受質疑;也不要再過度自信,宣示通貨膨脹只是一個「過渡性(transitory)」的現象;更不要再度低估供應鏈亂象對通貨膨脹的影響;請儘快提出一套適合疫情肆虐的長期決策架構。 工資水準及通貨膨脹預期已經開始上升,一旦演變成自我實現式的通貨膨脹旋渦,再想壓制就必須下重手,那就會對經濟及民眾造成重大傷害。Taper tantrum 2.0或許還沒有開始,但誰都不敢拍胸脯,保證更大的債券亂局不會出現。 二、在兩天的COP26領袖高峰會結束後,各國元首陸續離開Glasgow。但從第三天開始的綠色金融或氣候融資,仍然引人注意,我們怎麼解讀金融機構這些動作? 國際媒體相關報導 ●CNBC:〈Flagship finance pledges at COP26 criticized for ‘missing the point’ on fossil fuels〉(COP26的融資承諾,因沒有針對化石燃料處理而受到批評) ●Financial Times倫敦金融時報:〈COP26: where does all the climate finance money go?〉(COP26:所有氣候融資資金都去哪兒了?) ●CNN:〈Historic breakthrough': 20 countries say they will stop funding fossil fuel projects abroad〉(歷史性突破:20個國家表示,將停止資助海外化石燃料項目) 分析解讀 或許COP26締約人會議有些讓人失望,但帶出來的綠色金融仍然讓人期望。 在COP26 會議上,聯合國氣候金融特使、英格蘭銀行前總裁Mark Carney宣佈,目前全球已經有450多家、資產總額高達130兆美元的金融機構參與了「格拉斯哥淨零金融聯盟」(the Glasgow Financial Alliance fo
