遠見觀點-1號課堂0201【專題】科技島的下一步願景(一)：2030 全民皆科技新貴世界慢下腳步，台灣反而加速。科技業讓台灣捱住經濟的衝撞，角色愈形吃重。 但越過2020年拐點後，台灣科技業卻也面臨著一個避不掉的課題—人才荒，若不積極以對，恐落入由盛轉衰的命運。 人才是國力根本，而台灣卻因為理工博碩士劇減；科技人才被大廠磁吸，導致中小企業乏人可用，人才嚴重失衡；本土科技業產能的擴充，以及全球的積極搶才，造成人才供不應求。 總之，台灣科技人才危機，迫在眉睫，而目前包括政府、產業界和學界都已意識到造才、養才的重要性，尤其，科技部更意識到，未來，科技的應用將無所不在，因而計劃透過全民科技素養提升，讓2030年人人化身成為科技新貴。台灣的科技人才荒，似乎已在黑暗中鑿出曙光。 台灣是科技島，這句話在歷經2020年的疫情洗禮後，意向更為鮮明！以下三組數據，足以說明科技業在當今台灣不可取代的角色。 首先，IMF國際貨幣組織的數據顯示，2020年疫情，讓全球GDP下跌4.4％，台灣卻是少數逆勢成長的國度。主計總處估計，台灣2020年經濟成長可達2.54％。其中，資通訊業更是頂住成長命脈的要角！以去年全年電子業出口值來說，年成長就高達17.9％，遠高於整體產業平均的4.9％。 台股迎牛市跨越16000點，科技類股居功厥偉 其次，去年台股一舉衝破30年前12982點的天花板，年後行情更勢如破竹越過「萬六」，集中市場總市值更由1990年的新台幣7.6兆元，大幅擴增至2021年元月的47.54兆元。 然而，台股市值增長，科技業居功厥偉。據台灣證券交易所表示，以2020年來說，電子類股市值進一步提升至大盤的六成，其中半導體就占了四成，而光台積電，就貢獻了半導體三成權重。 第三，工研院產科國際所IEK推估，去年台灣半導體產業總產值達3.22兆元，年增20.7％，遠優於全球5.1％的年成長率（世界半導體貿易統計組織數據），台灣在全球供應鏈扮演核心地位。 台灣半導體能量驚人，在全球影響力，僅次於以CPU中央處理器、半導體設備為主的美國，然而，接下來10年，台灣的科技業還能屹立不搖？ 不可逆的台灣人口「少子化」，恐怕就是折損台灣科技競爭力的關鍵因素！ 科技部長吳政忠表示，「未來，人才是缺少的」。他認為，人文社會類型的人才，要跟工程專業接軌，也就是所謂的T型人才，不然台灣出生人口下降，短時間也不可能大幅拉上來。 「面對2030年，唯一的辦法，就是人文社會專業的人，多懂一些資通訊跟數位，」吳政忠分析說，同時，工程跟製造業的人，必須要有人文社會的修養跟思考：「做出來的東西才會創新。」 克服科技人才缺口，應著眼於更廣義的科技人才，也就是將人文專才補入、商業管理人員跨界等納入。唯有如此，才可望實現「2030：全民皆科技新貴」的願景。 科技產業蓬勃，人才供需失衡 現階段，科技人才到底有多缺？ 首先，隨著5G、AI等新興科技快速崛起，物聯網也讓更多新電子載具誕生，例如，AR擴增實境設備、智慧監控設備、電動車等，更多軟硬體相關整合應用湧出，都使得業界需要更多科技人才作為後援。 再來，中美角力下，科技供應鏈重組，台商回流設廠，也讓人力需求大幅提升。三是疫情迫使產業數位轉型，各行各業對數位相關專業人員，需才若渴。四是疫情帶動宅經濟發熱，呼應「遠距」新生活形態的各類電子商品，需求暴增。 全球都在搶科技人才，搶到人等於搶住錢財，以科技為根本的台灣產業，更是如此。甚至，因外商加碼投資科技人才密度相對高的台灣，導致人力缺口更形擴大。 因此，在內需蓬勃，全球搶才的雙重夾擊下，讓「科技人才荒」的窘境，再度成為關注焦點。 104人力銀行就發現，近年來，科技產業職缺數量連年攀升，包括半導體、電腦及消費性電子製造、電子零組件相關、光電及光學相關業、軟體及網路的五大產業，2021年職缺數增加到13.22萬個，相較於2016年的10.09萬，五年增加31％（表1），倍數於全站職缺五年成長率10.5％。 若從處處喊缺的「工程師」職務探討，2021年職缺總數達到5.79萬，五年增加25％（表2），期間在疫情最嚴重的2020年，達到需求高峰。 再區分為硬體工程師、軟體工程師兩大類來觀察，硬體人力需求五年增加18.31％，軟體人力則為32.5％。 硬體工程師之中，2021年需求最多的是「生產技術／製程工程師」，達到5316個職缺，五年增額最多的則是「半導體設備工程師」，從2016年的591個職缺，增加到2021年的1121個職缺，增幅多達89.7％。 軟體工程師則以「軟體設計工程師」最為需求，職缺數高達19725個之多，增幅最高91.9％的類型，則是「演算法開發工程師」，需求人數從629人，五年後增加到1209人。 值得憂慮的是，科技人才缺口，若不及時解決，未來將難以承受。行政院科技會報辦公室估算資通訊科技產業發展態勢，到2030年，資通訊科技人才缺口恐達8.3萬名！ 主力補充〉調整高教結構 另外，以往被視為科技人才供給的主要來源—大學畢業生，也出現了量變。 教育部統計，過去每年從學校畢業的科技類學士，約在10萬名以上，2013年起，就跌破10萬大關，僅剩9.86萬人，2019年更只剩9.3萬人（頁67表3），10年間，下滑10.54％之多。但相對的，近五年，五大科技產業職缺需求卻急增31％，可見產業人士的焦急。 為此，教育部初步著手從量與質上進行調整。「現在，產業不像過去那樣數十年不變。從教育立場來看，社會終究還是多元的，所以我們著重在學習環境的改變，讓框架有彈性，」教育部長潘文忠表示。 109學年度起，教育部先鬆綁資通訊系所招生名額限制，放寬總額增加10％，包括資訊、通訊、電機、電子、AI人工智慧及資安等系所，估計一年可增加約3550人。 另一方面，是在非資通訊系所開辦數位科技學程，養成非專業系所學生的資通訊科技能力，包括化工、能源、電力等，甚至也包括會計、文創等人才跨域。 除了20歲左右的大學生之外，教育部同步動用大專院校教育資源，針對已畢業學生和在職者、二度就業者開設專業課程，修畢逾48學分，即可獲得學士後多元專長學士學位證書。 短期補充〉新海歸派與人才進口 其次，招攬海外人才，或許亦為快速補給產業人力的「營養針」。 根據104人力銀行分析，近年來，在海外工作的台灣人，返鄉工作的「意願」提升，2018、2019年更達到高峰，各有約5.7萬名在海外工作的台灣人，主要應徵的下一份工作所在地是台灣。 而2020年，多達63.2％的海外工作華人（頁67表4），想回台灣工作，主要因為台灣防疫有成，成為避風港，致使「新海歸派」風起雲湧，成為各行各業的人才供應源。 此外，2018年2月上路的「外國專業人才延攬及雇用法」（攬才專法），國發會針對擬在台從專業工作的外國特定專業人才，核發「就業金卡」，工作許可、居留簽證、外僑居留證及重入國許可，四證合一的個人工作許可，提供外國人才自由尋職、就職及轉換工作的便利性，也大大發揮效益。 2019年初上路時，核發數量僅500多件，不過2020年數量大爆發，全年達1404張，其中科技領域則有204件。 雖然就業金卡成果躍進，但相對於整體人力缺口，只能算是杯水車薪。 「美國加拿大都是引進海外人才，用好的教育資源吸引人過來，讀完書，留下來工作和移民，台灣過去已經吸引很多東南亞學生，也可以試著往這裡推，」一位科技公司總經理表示，台灣有152所大專院校，面臨少子化現象，之後也需要另闢學生來源。 長期補充〉全面培植數位素養 更全面地來看，現在需要的科技人才，也不全然是工程師。 電機背景、擔任過教育部政務次長、科技部長的陳良基分析，「當代科技人才當然包括工程師，但工程師比較像創造工具的人，但很多時候需要的不一定是工程師，而是用工具的人。」 他舉例，修機器修復的人員以前可能是純手工，現在有很多工具可以幫忙預測、掃描，在新科技協助之下，人才要同時具備修復與數位能力。 陳良基指出，「很多生活面向還是必要的，這不會改變，但滿足這些需求的方式會改變，所以，協助各行各業的人，保留並提升他們的就業能力。」 而在科技產業需才類型之中，也發現不只是需要實際編碼的工程人員，更多的是能觀察人類生活動態的社會科學專才，或是對商業模式敏銳的商務專才，對人機互動形態能有掌握的設計師等新形態人才。 廣度之外，數位素養也向下深植。 在教育部推行的「十二年國民基本教育課程綱要」（簡稱108課綱），在自然科學領域也有新的著墨。 108課綱主要宗旨之一就是「建構科學素養」，目標是讓高中國中小學生，具備基本的科學知識、探究與實作能力及科學態度，能於實際生活中有效溝通、參與公民社會議題的決策與問題解決，並對媒體所報導的科學相關內容能理解、反思，培養學生求真求實的精神。 科技新創XRSPACE總經理陶韻智表示，面對快速變化的世界，技術革新與用戶需求，能快速跟上的人才是關鍵致勝要素，「我們重視的是他的創造力，用戶洞察與互動力，品牌意識以及專業技能。」 台灣面臨結構轉型，反思科技人才社會價值 半導體資深前輩、鈺創科技創辦人盧超群感慨，科技人才的缺乏，有時候是因為太多「早退出」的人，許多科技人才40多歲就打算轉行，這除了個人因素外，有一部分與「社會價值」有關。 盧超群以「醫生」為例，他們得到社會高度價值認同，致使醫生常常一做就是一輩子，但是社會對科技人的認知多半是經濟能力比較好，不如醫生所得到的高評價。但其實，科技是推動社會前進的力量，科技界、科技人應該擁有更好的評價。 「人才教育最大的問題是什麼？只是人少嗎？不見得。我認為問題是價值層面，台灣科技界並不驕傲，但其實值得驕傲，」盧超群殷切地說著。 素有科技島之稱的台灣，因為走在社會發展必需的科技製造、數位生活道路上，讓2300萬人口的小島，位於世界發展的核心，然而不管量或質，人才仍將是維持「科技島」優勢的一切根本。 更多相關報導及精彩內容，請參閱遠見雜誌。 採訪撰文／羅之盈 錄音轉述／郭美芝 Powered by Firstory Hosting2021-02-0115 min
